Speed limits have been
introduced on certain high
speed boats operating along
part of the River Thames after
an accident.
The commercially operated
Tiger One RIB was travelling at
26 knots when it hit the LST
Ship Tier buoy at Greenwich
Reach on the night of 17
January 2019. Two of the six
passengers and the two crew

suffered minor injuries. The
12m RIB’s bow and starboard
propulsion drive unit were
severely damaged.
Prior to the accident, the Port
of London Authority (PLA) had

certified Tiger One to operate at
up to 30 knots between St
Saviour’s Dock, east of Tower
Bridge and Margaretness. The
PLA has subsequently removed
its authorisation, and all high

speed craft with open
passenger and helm areas now
have to navigate below 12
knots at night.
The Marine Accident
Investigation Branch report
found that the skipper was
navigating by eye and didn’t
see the buoy in time to take
avoiding action. The buoy’s
fixed blue LED lights were
either difficult to see against the
bright lights behind it or were
partly obscured by birds.
Further research is under way
after a trial of isophase lights on
the buoy was unsuccessful.

Tributes have been paid to one
of the founders of The
Endeavour Trust, Chris Bailey,
who has died while on a sailing
holiday in Scotland.
Chris played a pivotal role in
helping to bring the cockle boat
and Dunkirk Little Ship,
Endeavour back to Leigh-on-
Sea, where she was built in
1926 by Cole & Wiggens.
His friend and fellow
Endeavour Trustee, Peter
Wexham said everyone was
shocked and saddened by the
news of Chris’s death.
‘Chris’s absence will be a
great loss to the Endeavour
Trust and our hearts go out to
his wife Judith, his children
Philippa and Dominic and his
two grandchildren at this sad

from a boatyard in the
Medway. He has been involved
ever since, being a committee
member, then chair and at the
time of his death, treasurer’.
A former employee of the
Bank of England, Chris was a
skipper for the Bank of
England Sailing Club (BESC)
and was also involved in the
Thorpe Bay Rotary Club and
the Association of Dunkirk
Little Ships.
