be appointed to develop the purpose, procedures, policies, and plans.
Simultaneously, enlist a prayer team to pray regularly for this com-
mittee. All plans should be submitted to the women’s leadership team
and then to the elders for approval. Elders may need to consider estab-
lishing policies for situations that will be referred to them.


Suggestions for a Titus 2 Ministry Planning Subcommittee



  1. Determine the purpose of the Titus 2 ministry.For example: “The pur-
    pose of the women’s ministry Titus 2 program is to help women
    establish covenant relationships with godly, older women who will
    encourage and equip them to live for God’s glory.”
    2. Develop a plan to enlist and train spiritual mothers.This plan should
    clearly state the qualifications, how women will be recruited, how
    they will be approved by the elders, and how they will be accountable
    to the women’s leadership team.
    The training should be consistent with the doctrines and vision
    of the church. A “curriculum” should also include overarching prin-
    ciples of biblical womanhood.^4
    In some cases, a women’s ministry may offer these studies through
    a Bible study program and then, growing out of that, identify women
    who are ready to be spiritual mothers. This long-term approach means
    that it will take several months for the training phase before moving to
    the next level of actually beginning the Titus 2 ministry.
    Another option is to identify the spiritual mothers and then take
    them through the studies in a condensed format. They can read a
    book on their own, come together to discuss it, and then move to the
    next book. This could even be done in a training retreat.
    This training should include a plan to train and enlist additional
    spiritual mothers in the future. Spiritual mothers should be trained to
    reproduce by encouraging their spiritual daughters to have the goal of
    becoming spiritual mothers themselves.
    3. Determine the target audience.The number of spiritual mothers
    will determine the scope of the program. It is likely that the number
    of women desiring spiritual mothers will exceed the number of spir-
    itual mothers. The purpose of the program should help determine
