Draw attention to the
tower and fishermen
Traditionally vignettes are used to draw
attention. Usually they’re based on the physical
centre of the photo, but here the focal point is off to
the side, so the Post Crop Vignette option in the Effects Panel wouldn’t
have worked here. I should note that vignettes work because our eyes
go to the brightest part of the photo.
Instead, I opted to use the Radial Filter. It’s the circle icon below the
Histogram, or press Shift+M. I centred the filter on the tower and dragged
out. With Invert turned off at the bottom of the panel, I changed Exposure
to -0.66 to darken around the tower. Finally, I set Feather to 70 to smooth
the transition. Press O to see where is being affected.

Gritty mono treatment
I did a basic mono conversion by dropping Saturation to -100
and boosting Contrast to 50. To work on the tone, I changed
Exposure to +1.45, then did my usual adjustment of reducing Highlights
to -100 and boosting Shadows: +60 works here, but often it could be
+100. I like deep blacks in my mono images, so I set Blacks to -50.
To get the gritty look, I set Clarity to 30. Moving the Clarity slider here
does lovely things with this photo. I also introduced some Texture (+18)
to add some detail and set Grain Amount (from the Effects Panel) to 25.
