A federal appeals court says a Colo-
rado town is not liable for damageafter
police destroyed an innocent man’s
home during a long siege to arrest a
suspected shoplifter who had random-
ly taken refuge there.
The 19-hour standoff unfolded in
Greenwood Village, Colorado, in 2015
after the suspected
thief, Robert Jonathan
Seacat, tried to escape
police by running into a
house owned by Leo
Lech. After Seacat, who
refused to surrender,
fired on police, officers
brought in a SWAT team
that fired gas munition and 40-milli-
meter rounds through the windows,
punched through doors with an ar-
mored vehicle and blew out walls with
explosives and flash-bang grenades.
Seacat eventually was overpow-
ered. He was convicted on 17 felony
counts, but the home was rendered
uninhabitable and had to be torn down

and rebuilt.
The city of Greenwood Village said
in a statement that it had offered to pay
Lech $5,000 for temporary living
expenses. It also said a review of the
incident by the National Tactical Offi-
cers Association found that police
“acted in a highly commendable man-
ner.”
Although the home, which his son
was renting at the time, was appraised
at $580,000, Lech’s insurance paid
only $345,000. Lech eventually took
out a $600,000 mortgage and rebuilt
the homeover two years, according to
the Denver Post.
One of Lech’s attorneys, Rachel
Maxam, told the newspaper that it was
a “miracle” that Lech’s insurance com-
pany paid anything.
The unanimous ruling this weekby
a three-judge panel for the U.S. Court
of Appeals for the 10th Circuitupheld a
federal district court finding that the
city owes Lech nothing.
Lech said he planned to appeal the
ruling to the full 10th circuit panel and
possibly to the U.S. Supreme Court.

At least a quarter of the world’s pig
population could die as a mass out-
break of African swine fever spreads, a
global animal health organization says.
The die-off would spark global pig
shortages, spiking prices of pork and
products that rely on the animals to be
produced, said Mark Schipp, president
of the World Organization for Animal
Health.
“I don’t think the species will be
lost, but it’s the biggest threat to the
commercial raising of pigs we’ve ever
seen,” Schipp told reporters Thursday
in Sydney. “And it’s the biggest threat
to any commercial livestock of our
generation.”
African swine fever is a viral disease
that can spread rapidly though pig
herds, according to the Center for Food
Security and Public Health at Iowa
State University. The disease poses no
threat of infection to humans.
The virus spreads through direct
contact with infected animals, living
or dead, or objects that have touched
infected animals, and it has no ap-
proved vaccines, the World Organiza-
tion for Animal Health says.
Within the past year, the disease
has rocked China, which is home to
half of the world’s pig population,
Schipp said, fueling the global crisis
and hurting the Chinese pig market.
According to Reuters, the disease
has killed hundreds of million pigs in
50 countries.
“The risk exists for all countries,
whether they are geographically close
or geographically distant because
there is a multitude of potential sourc-
es of contamination,” World Organiza-
tion for Animal Health Director Gener-
al Monique Eloittold the news agency.
The blood thinner heparin, made
from pig products, also could face
shortages, Schipp said.

ALBANY, N.Y. – Lawmakers held a
hearing this week in New York City on
legislation that would prohibit chil-
dren under 12 from playing tackle foot-
ball in New York.
Similar proposals have languished
in the state Legislature for years, but
Tuesday’s hearing comes as criticism
of the sport’s safety grows after sever-
al high-profile studies linking the
sport to chronic traumatic encepha-
lopathy, or CTE.
A study released by the Boston Uni-
versity School of Medicinethis month
found the longer a person plays tackle
football, the more likely they are to feel
the effects of the neurodegenerative
disease.
“The research has discovered that
the single best factor that best drove
whether or not they developed CTE is
how many years they played tackle
football,” said Christopher Nowinski,
co-founder of The Concussion Legacy
Foundation, a nonprofit that seeks to
raise awareness of the dangers of head
injuries.
Nowinski was among officials on
both side of the debate who testified at
the legislative hearing as lawmakers
consider the bill to ban youth football
under 12 when they return to the state
Capitol in January.
Nowinski said thestudy found 223
out of 266 former football players had
CTE, which has been linked to depres-
sion and other cognitive disorders. A
player’s risk for developing the disease
increased by 30% for each year they
played the sport, the study found.
But youth football advocates say
the science is inconclusive and argued
that such a ban is unfair because new
protocols and rules have made the
sport safer in recent years. They also
pointed how there is no legislation
seeking to regulate other sports that
carry the risk of concussions.
