Judy was the last surviving child ofFrazier
Forman Peters and Katherine Harrower Peters
ofWestport, Connecticut. Judy marriedFred-
erick Oakley Beattie,III in 1947.Fred worked
for the State Department, so theyraised their
children alternately in Vienna/Oakton and
around the world, in Germany,Taiwan, Burma,
HongKong andJamaica. Judy owned andran
the Hunter Mill Country Day School for 36 years
and will be missed by at least two generations
of families there.Surrounded by friends,family,
students,teachers,and parents,Judy received
aFairfax County Resolution on November 17,
2015 recognizing her noteworthy contributions
to childcare.Inaddition to owning and running
asuccessful business,Judy was passionately
involved in her local community; serving sev-
eral terms as President of the HuntersValley
Association, volunteering for the Democratic
Party,and several community,county and state
task forces and committees.Astrong advocate
for the Unitarian Universalist faith, Judy was
afounding member/supporter of theFairfax,
Reston, Sterling, and Blue Ridge congregations.
Judy was predeceased byFred in 2005. Left
behind are their four children, Annie,Brian, Eric
and Judy; as well as seven grandchildren and

Alexandria, Virginia. He was 66 years old. Mr.
Eichner wasanative of Richmond, Virginia;
he wasa1971 graduate of St. Christopher’s

anda1980 graduate of both the University of
Virginia Law School and the Colgate Darden
School of Business.
Mr.Eichner co-founded Ritter&Eichner,a
public finance law firm, in 1991 inWashington,
D.C.Throughout his career he specialized in
tax-exempt financing involving multifamily
housing.Heplayedaleading role in developing
new structures for housing bonds,and was a
lecturer and panelist at many housing finance
workshops and events.Hewas proud of the
impact of the work that he did in facilitating
more low-income housing for families in pover-
ty.
He is survived by his mother,DorothyWade
Eichner of Richmond, his two sisters,Katy
Stewart (Bill) ofFredericksburg, andPatty
Mouer (Joe) of Asheville,North Carolina, his ex-
wife,Jill Martin of Alexandria, and their three

well as 11 grandchildren.
Ed was born in Philadelphia in 1941 to
Edwin and Julia Geiger.Heearned the
rank of Eagle Scout asayouth. After
graduating from Lower Merion High School,
he attended the US Naval Academy in
Annapolis.Hewas commissioned as a
Naval officer where he served seven years
of active duty and 20 years in the reserves.
After his Naval career,heworked as a
financial analyst for St. Mary’sCollege of
Maryland and several defense contractors.
He was active in the Lions club and St. John
Neumann Church. Ed enjoyed life and had
apassion for his Morgan motorcar,sailing,
biking, and travel.

Dr.Flynn liked retiring so much that he did it
three times.Hecame out of retirement in
West Virginia to organize retiredWashington,
DC and Baltimore psychiatrists to cover an
inpatient unit at the Martinsburg Hospital.
When veterans from Iran and Iraq began to
return home with PTSD and substance abuse
issues,theVeterans Administration sought
his services inWest Virginia. In 2011 when he
moved to Colorado,hereturned to work part
time for theVAin Greeley,CO,commuting
to northern Colorado to provide psychiatric
services to veterans.Dr.Flynn ended his
medical career asavolunteer psychiatrist
with Doctors Care in Littleton two years ago.
When “Doc” Flynn was not working, he
loved spending time with family,golf,fishing,
traveling with his beloved wife of 60 years,
Nona. He will be dearly missed by his children
Therese Karsten, William A. Flynn, Daniel
Flynn and Timothy Flynn. “Pop” leaves grand-

asaNavy physician for two years at the
height of the Cuban missile crisis.
Dr.Bill Flynn returned toWashington, DC,
joining the faculty at Georgetown to teach
medical students and psychiatry residents.
With his wife,Nona Mitchell Flynn, they
settled in McLean, Virginia for 30 years,
rearing four children and many Labrador
Retrievers.While on faculty at Georgetown,
he served from 1980-1989 asaTrustee on the
General Service Board of Alcoholics Anony-
mous.AsaClassA(non-alcoholic) board
member,heprovided counsel, from his per-
spective asaphysician to Alcoholics Anony-
mous’ national leadership.Dr. Flynn founded
Georgetown’sprestigious Alcohol and Sub-
stance Abuse Clinic,which continues today,
providing inpatient and outpatient services
toWashington, DC and international patients.
During his tenure at Georgetown, he was
awarded numerous awards for his clinical
teaching.Retiring from Georgetown in 2000,
Bill and Nona builtahome at TheWoods,a
golf community inWest Virginia.

Following his retirement from the Marine
Corps,General Brooks worked for Logicon,
developing data links for the AEGIS cruisers
and destroyers.Hewas very active in his
Naval Academy Class,three times serving
as president of the Class Association and
once as president of the ClassFoundation.
He served on the Board of Governors of
the Army Navy Country Club in Arlington,
Virginia and was Chairman of theTennis
Committee for nine years and led the con-
structionofitsIndoorTennisFacilities.For
many years he helped run the National
Men’s75/80 Clay CourtsTennis Champi-
onships and for three years was theTourna-
ment Director.
General Brooks’ first wife,Nancy,whom he
met in high school and married in1949, died
in 1971. Marilou, whom he married in 1973,
died in 2007. He is survived by his third
wife,Rosemary (Hsu), of 10 years; three
sons,Russel and David Brooks and David
Hsu; two daughters Robin Brooks and Cindy
Hsu; three daughters-in-law,Shelley Brooks,

Donald H. Brooks,age 97 died atFalcons
Landing on October 12, 2019.
Don was born inTurlock CA and attended
public schools in Redlands.Desiring to
attend the Naval Academy and unable to
receive an appointment, he enlisted in the
Marine Corps upon graduating from High
School. While serving in the Marine Detach-
ment aboard the USS New Orleans,he
passed the entrance exam to theU.S.Naval
Academy,which he entered in 1941 as a
member of the class of 1945. After gradua-
tion from the Academy in 1944, he served
for 30 years and attained therank of Bri-
gadier General,U.S.Marine Corps.
Lt Brooks received infantry training at the
Marine Corps Base,Quantico before assign-
ment to the 1st Marine Division in combat
on Okinawa asaplatoon commander for
which he receivedaBronze Star,followed
by combat assignments with the 1st Marine
Division inKorea and the 3rd Marine Division
in Vietnam.
Following graduation from the Navy Radar
Course at Massachusetts Institute ofTech-
nology,LtBrooks worked on guided missile
development at the Applied Physics Labora-
tory,JohnsHopkinsUniversityandguided
missile testing at the Naval OrdnanceTest
Station, China Lake,California. Later he was

He served as founder and President of the

Director of the Polynesian Cultural Center;
on the board of trustees of Southern Virginia
University; the Board of Visitors of theJ.
Reuben Clark Law School; and on boards

Corporation.
He was active in The Church of Jesus Christ of
Latter-day Saints.Heserved in many capaci-
ties including Bishop in the Potomac South
andWashingtonD.C.SinglesWards; Presi-
dent of the CanadaVancouver Mission and
theWashingtonD.C.Temple,andPatriarch of
theWashingtonD.C.Stake.
While his health declined asaresult of
Parkinson’sdisease,heremainedagreat
example of strength and service.The family
would like to thank the caregivers who
lovingly took care of him during the past
three years and Montgomery Hospice who
assisted with their father this past year
as well the many friends and family who
showed their care and love to him.
He is survived by his wife of 65 years,
Eleanor Ricks Colton; their daughter Carolyn
of Bethesda Maryland; his three sons and

They have 17 grandchildren and 42 great-
grandchildren and many nieces and nephews
whom he loved. He was pre-deceased by
his sister Nancy Bradley and brother Hugh
Maughan.

April 28, 1929~October 8, 2019
Sterling Don Colton, age 90,alongtime resi-
dent of Bethesda, Maryland, passed away on
October 8, 2019, due to causes related to
Parkinson’sDisease and age.His thoughtful
and wise counsel was appreciated by all he
met. His individual ministering was where he
found his greatest joy,where his impact was
at its best, and where his example and love
will influence generations to come.
Sterling was born April 28, 1929 inVernal,
Utah to Hugh Wilkins and Marguerite Maugh-
an Colton. Sterling was named after his
grandfather,Sterling Driggs Colton, and after
his uncle Don Byron Colton who served 14
years in theU.S.Congress.
Sterling receivedaBachelor of Science
Degree in Banking and Finance from the
University of Utah in 1950. He served as
junior class president and wasamember
of the Sigma Chi fraternity.Helater was on
the University’sNational Board of Visitors for
many years,serving two years as Chairman,
and taught business law in the business
school.
Sterling graduated from Stanford Law School
in 1953 receivingajuris doctor degree.He
was on the Stanford Law Review along with
William Rehnquist and SandraDay O’Connor.
Upon graduation from law school he received
an ROTC commission asa2nd Lieutenant in
field artillery and served two andahalf years
on active duty inFort Sill, Oklahoma and
in the JAG section of the Seventh Army,in
Stuttgart, Germany.Helater retired as a
major in the Army Reserve.
The greatest decision of his life was to
marry Eleanor Ricks on August 6, 1954.
They sharedadeep and loving relationship,
raised four children, served side by side in
many Church assignments,supported each
other inawiderange of individual and
shared responsibilities and loved their global
adventures together.Helived his philosophy
as stated inaletter to his grandchildren:
“A fter having the good fortune to share so
many years together,love isamatter of
anxious concern for the wellbeing of one’s
companion.”

GeorgeWashington University,Adjunct Pro-
fessor of Law for 50 years,co-author of

“Patent Law Perspectives,”Fellow of Amer-
ican College ofTr ial Lawyers,recipient of
the Intellectual PropertyTrailblazer award
by the “National Law Journal,”arecipient
of “The American Lawyer” Lifetime Achieve-
ment award, naming him “one of the world’s
leading experts on patent law,recipient of the
2011 AIPLAAward for Excellence,recipient
of the 2013 Samuel E. Gates LitigationAward
presented by American College ofTr ial
Lawyers,inductee in IAM’sIPHall ofFame,
Distinguished Engineering AlumniAward at
Purdue University,NJIPL Jefferson Medalist,
Inductee of American Academy of Appellate
Lawyers,recipient of the ABA Section of

member of the Cosmos Club,among many
others.
Don devoted his life to practicing law,and he
hadalove and passion for the law like no
other.But Don was also devoted to his family
and was most proud of the accomplishments
of his wife,daughters and grandchildren. He
enjoyed spending time with his family on the
Eastern Shore and Martha’sVineyard, and he
loved to ski, boat, play tennis and spoil the
family cat.Forevery accolade he received
in his career,his family can match those
accolades as an amazing husband, father and
grandfather.Hewill be sorely missed, but
remembered forever.

5to7p.m.Aprivate internment at Oxford

DONALD ROBERT DUNNER
Arenowned patent attorney,died peacefully
in his sleep on October 16, 2019. He was

    nerWeaver and Lisa Dunner,his three grand-
    children, Michael, Courtney and Bradley,a
    sister,Geraldine Sokolsky,and his cat, Lucy.
    Don was born in Brooklyn, NewYork on
    May 12, 1931. He attended Stuyvesant High
    School,aspecialized math and science
    school in NewYork City,and then Purdue
    University where he graduated withadegree
    in chemical engineering.Realizing that he did
    not want to be an engineer,Don enrolled in
    Georgetown Law School, which he attended
    at night while working at theU.S.Patent
    andTrademark Office and later asalaw
    clerk to the Chief Judge of theU.S.Court
    ofCustomsandPatentAppeals.Aftergrad-
    uating Georgetown, Don practiced at several
    small law firms inWashington, DC,and he
    ultimately joined Finnegan Henderson in

    sional decision he ever made and became a
    name partner of the Finnegan firm, building
    apatent practice that many would say has
    been defined by the most significant matters.
    Don argued more cases before theU.S.Court
    of Appeals for theFederal Circuit (175) than
    any other lawyer,which seems appropriate,
    since he was instrumental in forming the
    court. In the mid-70s,Don was aware that
    the lack ofasingle court for patent appeals
    led to varied and widely inconsistent inter-
    pretations of patent laws.Later,heserved
    onaCarter administration commission that
    recommended the formation of what would
    become theFederal Circuit. As president of
    the AmericanPatent Law Association, he
    testified before Congress in favor of the
    court’sformation. After the court was estab-
    lished in 1982, Don was appointed chair of
    the advisory committee that helped formu
