Bay and participated in every way he could
to support VIMS,knowing that its science will
help restore and protect the Bay in the future.
His involvement with VIMS included serving
as President of its endowment foundation
board and its advisory council for which
Carroll wasalong-term member.Carroll
received VIMS’PathfinderAward in recogni-
tion for his commitment, service and devo-
tion to VIMS and the Chesapeake Bay.
In every area of his life Carroll collected
cherished friends.Carroll wasamember of
Kappa Alpha at W&M and the gatherings with
his fraternity brothers were always special
times.One of his greatest joys was traveling
the IntracoastalWaterways alongside his pal,
Bunny Bryant. The friendships gained through
his professional career at Reynolds Secu-
rities,Johnston Lemon&Co.and Daven-
port&Co.were dear to him. Carroll also
greatly valued the friends he made at All
Saints Sharon Chapel, theJamestown-York-
townFoundation, and from the years spent
living in the Gloucester community.
Above all else,family was most important.
Carroll wasadevoted husband, father and
grandfather.Heloved watching the children
and grandchildren grow up and being able to
playapart in helping them along the way.He
relished the time that the extended Owens
family would gather annually atKenilware,
his Gloucester home.WithPatty by his side
all the way,Carroll livedafull and happy life.
Carroll is survived by his wife,Patty,of57
years,their two children, Carroll “Coby”W.

CARROLLWALLACE OWENS,JR.
Passed away peacefully at his home in
Alexandria,VAsurrounded by his loving fam-
ily on October 12, 2019. His life was a
testament to the things he cherished most -
his family and friends,his alma mater,and the
Chesapeake Bay.Tothese and other causes,
he gladly gave of his time and resources.
He was born on October 17, 1940, in Norfolk,
VA,toCarroll Sr.and Juliette Brumfield. An
outstanding athlete at Maury High School in
Norfolk, Carroll went on to play football and
tennis for the College of William and Mary.
After graduating from W&M in 1963, Carroll
served asaLieutenant in theU.S.Army atFort
Ord in California. By that time,hehad married
the love of his life,Patrisia “Patty” Bayliss,and
they had welcomed their first child, Carroll III
(Coby). Upon his discharge from the Army,
the family returned to Virginia in 1966, where
their daughter,Catherine (Carrie) was born.
Carroll entered the securities business where
he worked until his retirement in 2012.
During his professional career and after-
wards,Carroll worked continuously in sup-
port of W&M. His efforts resulted in restoring
the statue of Lord Botetourt that stands in
front of the Wren Building and the creation
ofastatue ofJames Monroe,one of W&M’s
distinguished alumni. Along with the help
of other alumni, Carroll helpedraise funds
for the restoration of the Wren Building.
Carroll andPatty have also been significant
supporters of the Muscarelle Museum of Art.
Carroll served on the Board of Directors of
W&M’sendowment foundation and created
the OwensFoundation that has financially
supported many activities and departments
of W&M and which awards the Monroe
Scholarship annually toadeserving under-
graduate student.
Carroll’scontributions to his beloved alma
mater were recognized when he was named
arecipient of the W&M Alumni Medallion,
the highest award given by the W&M Alumni
Association.
The OwensFoundation also providesafel-
lowship endowment foragraduate student

the Army’sassistance in the turbulent after-
math of the assassination of Martin Luther
King, Jr,
He served at the Pentagon as Executive
Assistant to General William Peers,who
was appointed by the Army to investigate
the My Lai Massacre in Vietnam. He was
Aide-de-Camp to theU.S.Representative to
the CentralTr eaty Organization (CENTO) in
Ankara,Turkey.Grady’sfinal assignment was
at Ft. McNair working with Commanding
General RobertYerks.Grady loved life in the
Army and was humbled by the opportunities
it provided. He was awarded 17 medals
including the Bronze Star and the Legion of
Merit.Following retirement he worked at
Cornerstone,adefense contracting company
and at SAIC well into his 90’s.
Tohis children and grandchildren, he was a
true American hero who embodied love for
his country and he considered his selfless
service to be its highest calling.Hewill be
remembered for his gifted story telling, his
generosity,his boundless energy and his fun-
loving good nature.
He is survived by his daughter,Celeste (Tum-
lin) Brown and her husband Rick of FL; two
sons,GradyTumlin, Jr.ofCA, and Timothy
Tumlin of IL;astep-son Barry (Eleanor) Caudill
of KY;five grandchildren, Ryan (Christine)
Brown, Ansley (Matt) Brown, Alyssa Brown,

the war,she married and moved to the
Washington, DC area toraise her family.
The Kirbys moved to Battle Creek, MI, in
the late 1950s,then came back to the DC
area in 1962 and settled in Alexandria.
Sally returned to nursing, working as the
office nurse for Dr.Kenneth R. Johnson.
After retiring, she served for many years
asavolunteer at Inova Alexandria Hos-

Martha was born inTexas and married in
Washington, DC in 1954. She was long recog-
nized asacommunity advocate who believed
in social justice.Martha worked asanews
reporter for the Montgomery Sentinel, Mont-
gomery Journal, BethesdaTr ibune,Washington
Daily News,and theWashington Post, and
DeadlineWashington, Inc.She also worked
asapolitical organizer for the Montgomery
County,MD Education Association to achieve
collective bargaining rights for public school
teachers and administrators including the 1968
teacher’sstrike.For the ConsumerFederation
of America, Martha worked on passage of the
Consumer Product Safety Act. At the Library
of Congress,Martha later led the publishing
and outreach for the National Library Services
providing free library services throughout the
United States for individuals with disabilities.At
American University Martha served as Director
University Publications bringing the division
into the modern age of communications,writ-
ing and the creation of university publications.
Following her retirement, Martha worked and
volunteered for the Historic Preservation Com-
mission of Montgomery County and success-
fully organized the restoration of Virginia’s
historic 1700s Rice’sHotel/Hughlett’sTavern in
Heathsville.Martha also served as editor of the
LeisureWorld News and editor and writer for
theTales of Riderwood and was an avid bridge
player.
Beginning asavolunteer for President John
Kennedy,Martha worked her entire life for
the local, state,and DemocraticParties and
candidates including Barack Obama for whom
she organized the Obama Postcard Project that
generated over 100,000 personal postcards
to targeted voters in swing states in 2008
and 2012. In 2017, Martha helped found an
IndivisibleWeekly “call to action” for distribu-
tion through her community networks.Martha
believed in the strength of the Constitution and
actively supported the ACLU,ADL, Southern
Poverty Law Center,CREW,PlannedParent-
hood, and Center for Public Integrity.

"Larry" (Age 89)
Of Ellicott City,Maryland, died on October
15, 2019 at his residence.Mr. Schlueter was
the son of Aloysius and Anna (neeKovarik)
Schlueter and was born in Granite City,Illinois
on December 10, 1929. He married Nancy
Louise Schwager in 1952.
Mr.Schlueter grew up and graduated from high
school in Edwardsville,Illinois,then served
asasubmarine electrician in the US Navy.
After four years of service he worked as an
electrician for Shell Oil Co.inRoxanna, Illinois.
He moved to Clinton, Maryland in 1962 to
work asahome construction superintendent.
He acquired andranthe Branchwood Liquor
store in Clinton from 1966 to 1981. Larry and
Nancy moved to Mt. Pleasant, South Carolina,
where he retired and pursued his golf and
stained glass art hobbies.Hemoved to Fulton,
Maryland in 2008 and later wasapopular
resident at Lighthouse Senior Living in Ellicott
City.
He was preceded in death by his wife Nancy,
and his brothers Aloysius and Glennon, and
grandson Max Charles.Surviving are his three
sons; JeffreyD.Schlueter (Linda) ofPawPaw,
WV,JosephJ. Schlueter (Wendy) of Noblesville,
IN,Jay L. Schlueter (Janet) of Fulton, MD,six

Seaton, passed away August 18, 2019 from
complications related toafall at home.
Irene was born in Boston MA in 1929, to
Frank and Nelly (Sturtevant) McKenzie,the
youngest ofalarge&loving family.
Irene,inpartnership with Bill, worked as a
realtor in the NoVaarea. Upon retirement,
she found great pleasure in her new
“career”- expertly scouring thrift stores
etc., for bargain treasures to bestow upon
her loved ones.Besides being an thoughtful
and loving matriarch, Irene was known to
beathrifty fashionista,alover of seafood
andashark at the poker tables.
Left to cherish and honor her memory;
daughter Chris May,grandchildren;Kyle
(Marissa) and Cara(Cody) Rothenbaum,
Noah Sheets,Candice (Thomas) Smith and
McKenzie and John May,three great-grand-
children, son-in-law Wayne Karlstad,
in-laws John and Kate Seaton and many
loving nieces,nephews,grandnieces and
nephews and dear friends Deborah Smith
andPatClayton.

stein, 63, of Rockville,Md, died October 18,
2019, afterabrief illness.She is survived
byabrother,James L.Weinstein of Delmont,
Pennsylvania, nephews Christopher,Eric,Gre-
gory,and niece Lindsay.Laurie was the daugh-
ter of the late MaryB.and Joseph Ralfe
Weinstein.Abrother,Bruce,predeceased her.
LaurieWeinstein was an attorney in DOJ’s
Special Litigation Section and an AssistantU.S.
Attorney,Civil Division, inWashington, DC from
2000-2013. During her time at DOJ,she worked
onanumber of high-profile cases,including
obtaining one of the largest-ever whistle
blower settlements,and ensuring community-
based treatment for former patients at the
Forest Haven Center inD.C.
Prior to joining DOJ,she worked at the Environ-
mental Protection Agency and for two years
in the Administrative Law Judges division,
National Labor Relations Board. Before coming
toWashington, DC,she wasaLegal Aid attor-
ney in rural Pennsylvania.
She earned her undergraduate degree from
the Indiana University of Pennsylvania and
received her law degree from the University of
PennsylvaniaLawSchool.
Ms.Weinstein wasamember for more than
three decades of the Jewish Community Cen-
ter Boomers Softball League and, following her
retirement, was an enthusiastic member of
the Laytonsville Golf Course Thursday Morning
League,and theFalls Road Golf Course Early
Birdies.
