its Second Annual Performance Based Ratemaking Adjust-
ment, for effect January 1, 2020.

17-05, at 370-414 (2017), the Department of Public Utili-
ties (“Department”) approved for NSTAR Electric Company,d/b/a Eversource Energy (“Eversource” or “Company”) a
Performance Based Ratemaking (“PBR”) mechanism with
a five-year term. The PBR mechanism allows Eversourceto adjust its distribution rates annually through the appli-
cation of a revenue-cap formula that accounts for, among
other factors, inflation and events that have a significantimpact on the Company’s revenue requirement (i.e., exog-
enous events). The Department approved the Company’s
first annual PBR adjustment in NSTAR Electric Company,d/b/a Eversource Energy, D.P.U. 18-101 (2018). On Septem-
ber 16, 2019, Eversource filed a petition with the Depart-
ment seeking approval of the Company’s second annualPBR adjustment for effect January 1, 2020. The Department
docketed this matter as D.P.U. 19-115.
The Company calculates its proposed PBR adjustment as
a revenue increase of $33,616,226 (a 3.45 percent increasein base distribution rates). To allocate the PBR adjustment
to customers, Eversource proposes certain rate design
changes. In particular, Eversource proposes to increase thecustomer charge for Rate G-6 (Optional Time-of-Use) in the
Cambridge service area from $8.50 to $8.79.

customer using the same amount of electricity per monthin Eversource’s Western Massachusetts service area can
expect a monthly bill increase of $1.04 (0.9 percent).
•A residential non-heating low-income customer using an
average of 488 kWh of electricity per month in Eversource’sEastern Massachusetts service area can expect a monthly
bill increase of $0.63 (0.9 percent), while a customer using
the same amount of electricity per month in Eversource’sWestern Massachusetts service area can expect a monthly
bill increase of $0.62 (1.0 percent).
•A residential heating customer using an average of 740kWh of electricity per month in Eversource’s Eastern Mas-
sachusetts or Western Massachusetts service areas canexpect a monthly bill increase of $1.23 (0.8 percent).
•A residential low-income heating customer using an aver-age of 874 kWh of electricity per month in Eversource’s
Eastern Massachusetts service area can expect a monthlybill increase of $0.93 (0.8 percent), while a customer using
the same amount of electricity per month in Eversource’s
Western Massachusetts service area can expect a monthlybill increase of $0.93 (0.9 percent).
•Any residential customer may contact the Company, asindicated below, for specific bill impacts.
Commercial and Industrial Bill Impacts:
•Commercial and industrial customers in Eversource’sEastern Massachusetts service area can expect a monthly
bill impact ranging from an increase of 0.3 percent to an
