Coherent Climate Policy


Any coherent and effective policy directed at reducing greenhouse-gas
emissions is likely to incorporate two central elements: a policy that, first,
places a price on GHG emissions and that, second, provides strong public
support for technological development. Both elements can work to reduce
the GHG intensity of our energy.
