In his last speech as the environment
secretary last month, Mich ael
Gove promised to incorporate
World Health Organi zation (WHO)
guidelines for air pollution in the
new environment bill. This would
tighten UK particle pollution laws.
But working to meet limits can
focus eff orts where the law is being
breached and favour building new
pollution sources, such as factories
with large car parks , in places that
meet the law. Studies, including one
covering 61 million people in the US,
show health impacts wherever there
is polluted air. It would be better to
tackle the problem where people
live. Across Europe each country has
targets to reduce the average particle
pollution across its territory, but
this does not mean improvement
for everyone. Cleaning-up London’s
buses roughly halved nitrogen
dioxide along many roads but some
got worse. In the fi rst decade of
this century, the gap between air
pollution in the richest and poorest
parts of the UK got bigger.
Canada has a diff erent
approach, requiring continuous
improvements , even where limits
are met. Setting and tracking targets
to reduce air pollution year on year
would provide a clear link between
controls and health improvements.
