The Northwest Territories (N.W.T.) lie northwest
of central Canada, bordering Nunavut to the east,
Yukon to the west and to the south, the
northeastern corner of British Columbia, as well
as the entire northern borders of Alberta and
Saskatchewan. It is the third largest province of
the country. For years, the N.W.T. was one of the
few places in Canada that had no film production
incentive program. This has changed in 2015.
The Northwest Territories Film Commission offers
financial incentives to productions filming
on location. The program categories include
25 to 40% cash rebate for the purchase of good and
services, travel to and within N.W.T., and wages for
training and hiring local residents, particularly
in film industry positions. The rebates are higher
if producers choose to shoot outside of Yellowknife,
the territory main town. The popular TV show Ice
Road Truckers is shot in N.W.T. since 2017. F.- P. P.- L.

Newfoundland and Labrador are composed of the
island of Newfoundland and a larger mainland
sector, Labrador, to the northwest. It is the newest
of Canada’s ten provinces. The Newfoundland and
Labrador Film Development Corporation (NLFDC) has
been mandated to promote the development of the
indigenous film and video industry in the province,
as well as the province as a location for film,
television, and commercial productions in national
and international film and video markets. A Film and
Video Industry Tax Credit is available. It is a fully
refundable provincial corporate income tax credit
administered by the NLFDC. The program
encourages the developing, training and hiring
of Newfoundland film personnel in all disciplines.
The credit is based on a calculation of eligible labour
limited to the lesser of 25% of the total eligible
budget or 40% of the total eligible labour
expenditures. Recently, major US blockbusters such
as Aquaman of event miniseries like American Gods
were shot in this province. F.- P. P.- L.

Seated on the east coast of North America, Prince
Edward Island is one of the four Atlantic provinces
of Canada. The country’s smallest and emptiest
province, it is home to only 140,000 persons.
Its capital and largest city is Charlottetown, with
only over 40,000 inhabitants. Prince Edward Island
is reknown for its natural beauty and its beaches
on 800 km. Eighteen months ago, the provincial
government launched two new film initiatives
funded by $350,000 from the Department of
Economic Development and Tourism. In the first
place, the Film Media Fund provides support via a
rebate of up to 25% of eligible Prince Edward Island
expenditures to eligible producers of a qualifying
production. Applications must be submitted prior to
starting the production. In complement, Film 4Ward
program is a new training fund helping four teams
to create proof-of-concept, short versions of their
films, in hopes of attracting even more funding.
