The breach at MGHis the
latest such incident involving
Boston-area hospitals in recent
years, including:
RA 2012 breach at Beth Is-
rael Deaconess MedicalCenter
left thousands of patients’ de-
tails vulnerable. The hospital
later agreedto pay a $100,
state fine and improvethe secu-
rity of patientinformation.
RIn 2014,Boston Medical
Center fired a transcription ser-
vice after a health care provider
reported that the medicalre-
cordsof about15,000patients
at the hospital wereposted
without password protection

economists fromaroundthe
globegather for their annual
conferencein JacksonHole this
week, they will have a collective
hopein mind: that the world’s
politicalleaderswill workto
help safeguard economic
growth.
Economies from the United
States to the European Union to
China are slowing, presenting a
challenge for central bankers,
whosetoolsare limitedat a
time wheninterest rates re-
mainhistoricallylow in much
of the world.
In the United States and
Britain, central bankers are
hoping that trade uncertainty
and political strife will not kill
long economic expansions.
And fromAustralia to Eu-
rope, policy makers have been
urgingpoliticians to step up
their spending, hoping that a
hand fromthe government will
spur consumptionand keep
their economies from tipping
into recession.
But there is a vast divide be-
tween technocrats trying to sal-
vage waning global growth and
politicians with an eye on their
voting bases.
President DonaldTrumpis
locked in a trade war with Chi-
na, with the latest round of tar-
iffs scheduled to take hold Sept.
1, and he showsno intention of
backing down.US tariffs on Eu-
ropean automobilesremain a
possibility.
Britainis negotiating its exit
from the European Union, and
the likelihood of a no-deal de-
parture, which couldbe eco-
nomically punishing, has esca-
lated with BorisJohnson’s rise
to prime minister.
Complicatingmatters is
Trump’s view that what is good
economicallyfor other coun-
tries is bad for America — a po-
sition that has led him to criti-
cize efforts by central banksto
keep their expansions on track.
Global political brinkman-
ship is adding to the uncertain-
ty just as factories around the
worldslowproductionand
businesses hold off on invest-
ment, stoking fears of a more
concerted slowdown.
“Important countries are
not in good shape,” said Rober-
to Perli, the head of globalmon-
etary policy research at Corner-
stone Macro. He said there is a
risk of a significantand pro-
tracted globalslowdown with
the potentialfor outrightreces-
sion in somenations, such as
Germany. “It started for largely
cyclicalreasons,but sincethen,
otherfactors have intervened—
trade, most importantly.”
Although central bankers
strive to be politically indepen-
dentand avoid giving elected
leadersadvice, they have ac-
knowledged that government
policies are threatening growth.
The Fed cut interest rates for
the first timesincethe Great
Recessionin July, a move driv-
en in part by Trump’s trade pol-
icies and partly by the broader
slowdownin global growth.
Jerome H. Powell, chair of
the Federal Reserve, speaksFri-
day and is expected to suggest
that additional rate cuts are on
the table, withoutsignaling
how many or giving a specific
timeline. Tariffs — and their
likely escalation — are keeping
the Fed and its globalcounter-
parts on edge.
Central bankers have begun
warningthat theirability to de-
fend theireconomies is limited,
especially becausemany never
managed to sustainablylift in-
terest rates back fromrock bot-
tom after cutting themduring
and after the global financial
crisis. Many are looking to their
political leaders — whowill
gather in Biarritz,France, for
the Groupof 7 meetingthis
weekend — to helpkeep the
world’s prosperity going.
Consumer spending is hold-
ing up in the United States and
growth remainsdecent, but
manufacturing is slowing, and
consumer confidence sank in
August. Businessesreported
holding off on investment as
they waited to see howthe
trade war plays out.
Trump has also begun mull-
ing more tax cuts to lift the
economy, though on Wednes-
day he insisted it did not need
one right now. The Fed has
roomto cut rates, shoulda re-
cessionhit; the challenge is pri-
marily one of intensepolicy un-
certainty. Europe,by contrast,
has negative interest rates and
a fraughteconomic backdrop.
In Germany, where China’s
slowdown is hurting the manu-
facturing sector and the econo-
my contracted in the second
quarter, the government has
beenslowto spend moreag-
gressively.
Italy is also struggling, but it
alreadyhas a heavy debtload,
limiting its room to maneuver.
Like Powell,Mark Carney,
governorof the Bankof Eng-
land, is paying attention to po-
litically created risks. He
warned in a recent BBC inter-
view that a no-dealBrexit
would create an “instant”
shock.The bank had beenset-
ting up for potentialrate in-
creases,but investors increas-
inglyexpect cuts insteadas
global growthwanes and trade
tensions loom large.
