Ambler Road Draft EnvironmentalImpact Statement
Staff from theU.S. Bureau of Land Management (BLM) are holdingaseries of public hearings about the
proposed Ambler Road Project Sept. 10-Oct. 11, 2019, at locations throughout the state and inWashington,
D.C. The Alaska Industrial Development and Export Authority (AIDEA) is proposing an industrial access
road connecting the Dalton Highway to the Ambler mineral belt in theKobuk Valley potentially facilitating
resource development and economic opportunities forAlaska.
The AIDEA estimates creating an annual average of 486 jobs during the road construction period and up to
68 full-time jobs for road operations and maintenance over the life of the road.
The proposed 211-mile,all-season road would further mineral exploration in the area and facilitate
increased mine development. The road would cross 61 percent state lands,15percent Alaska Native
corporation lands,and 24 percent federal lands managed by the BLM and the NationalPark Service in the
Gates of theArctic NationalPark and Preserve.Access for surface transportation purposes across the Gates
of Arctic NationalPark and Preserve was identified in the Alaska National Interest Lands Conservation Act
(ANILCA).The ANILCA also requires all appropriate federal agencies outside of the NationalPark Service to
work cooperatively onasingle environmental analysis and concurrently issueadecision on the proposal.

described the potential historicaleffects of integratingthe AirForce
Memorialwith th ecemeteryaspart of the expansion. ANC,as
the lead federal agency, and key stakeholders–Arlington County,
Virginia Department ofTransportation(VDOT), andFederalHighway
Administration,EasternFederal Lands HighwayDivision (FHWA-
EFLHD)–developedaroadwayrealignment to support short-and
long-term transportation needs for the Commonwealth of Virginia

is designing the roadways that wouldberelocatedasaresult
of Cemetery expansion. The FHWA-EFLHD has indicated that all
decision-making to-date concerning the Environmental Assessment
is agreeable.Recently, at the requestofArlingtonCounty and the
VDOT,the FHWA-EFLHDagreed to updatetraffic studies to analyze
how recent changes in adjacent land use,including the move of
Amazon HQ2 to Pentagon City,might impact the modified access to
Route 27 (Washington Boulevard) with Columbia Pike associated with
this fede ralproject. The FHWA-EFLHDhas indicated thatiti ntends
to adopt the ANC’sEnvironmental Assessment and issue its own
Finding of No Significant Impact, if appropriate,after the updated
traffic studies are completed.
