Illustrated for 16 years, died
after covering the Pro Football
Hall of Fame inductions in
Canton, Ohio.He was 57.

by the Las Vegas Review-Jour-
nal to oversee leaguecoverage.
The Raiders are moving to Las
Vegas next year.
His first story for the news-
paper was published Sunday,
hours before his death.
‘‘Banks was an NFLlifer,’’
his formerboss at Sports Illus-

ments’ column on Sunday eve-

readingfor NFL fans.’’
Mr. Banks’s wife,Alyssa,
told the Review-Journal that
he died in his sleep.
Mr. Banksalso worked for
Bleacher Report, the New Eng-
landPatriotswebsite, and The
Athletic, where he covered
Boston sports.
He was a longtimevoter
for The Associated Press NFL
individualawards and All-Pro
team.Review-Journalexecu-
tive editor Glenn Cook called

Mr. Banks a ‘‘sports-writingin-
stitution.’’
‘‘No NFLjournalist com-
mandedmorerespect,’’ he
said.‘‘The sport has lost one of
its finest storytellers.’’
Patriots coach Bill Belichick
expressed condolences on be-
half of the organization. He
describedMr. Banksas ‘‘very
professional, very passionate.’’
‘‘I just had a lot of respect
for the way he did his job,’’ he
said at a news conference.
Mr. Banksis survivedby his
wife,Alissa,and sons Matt and
Micah froma previousmar-
riage.
His newspapersaid funeral
arrangements are pending.
In addition to his wife, Mr.
Banks leaves two children,
Matt and Micah.

Mike Moulin, a former Los
Angeles police lieutenant who
cameunderfire for failing to
quellthe first outbreak of riot-
ing after the Rodney Kingbeat-
ing verdict, has died. He was
70.
Mr. Moulin’s daughter, Lee,
confirmed Monday that her fa-
therdiedat a Santa Monica
hospital on July 30 after a brief
illness.
Mr. Moulin was in charge of
officers at an intersection in
South Los Angeles when rioting
began on April 29, 1992, follow-
ing the acquittal of four officers
in the Kingbeating. Whenthe
angry crowdgrew and the vio-
lencespiraled out of control,
Mr. Moulinorderedhis out-
numbered officers to retreat.
Then-Chief Daryl F. Gates
said the absence of policeoffi-
cers on the streets emboldened
rioters and led the violenceto
spread. Days of unrest resulted
in more than50 deaths, more
than 2,000 injuries, and rough-
ly a billion dollars in property
damage.
Facing criticism for his de-
partment’sslowresponseasthe
rioting began, Gates singled out
Mr. Moulin and said the lieu-
tenant should have returned his
officersto the intersection of
Florenceand Normandie ave-
nues.
Mr. Moulin insisted he made
the rightcall and kept his offi-
cers fromhaving to use deadly
force. He sued Gates to clear his
name and alleged the LAPD did
little to prepare for possible ri-
oting.
‘‘We would have had 25 dead
police officers and several hun-
dreddead citizens,and you
would have beentalking about

real chaos,’’ Mr. Moulin told The
New York Times. ‘‘There was no
correct decision to make.’’
A photographerfor the
Times who was attacked at the
intersection credits Mr. Moulin
for rescuing him from the chaos
and getting him medicaltreat-
ment.
‘‘If he told the officers to stay,
it would have beena very differ-
ent riot,’’ Bart Bartholomew
said. ‘‘There was a real danger

... to me, it seemed like the on-
ly logical order to make at that
time.’’
The Webster Commission,
which studied the LAPDre-
sponseto the riots, concluded
that no specificriot plan was in
placeand sharplycriticized
Gates for leaving police head-
quarters as the riotsbeganto
attend a political event.
The Webster report cited
‘‘the poorstate of citywide and
departmental emergency pre-
paredness and the almost com-
plete breakdown of command,
control, communications and
intelligence... These funda-
mental failures preordained the
inadequate level of the depart-
ment’s general responsein the
field.’’
After the riots,Mr. Moulin
retired and later moved to Mex-
ico, where he worked as a pri-
vate security consultant.
‘‘He really loved serving the
community where the riots
happened,’’ his daughtersaid.
‘‘He loved the people who
worked there... it was always
important for him to be on the
side of the little guy.’’
Mr. Moulin also leaves his
wife, Norma Valles, another
daughter, BrendaRodriguez,
and two granddaughters.
A memorial was plannedfor
Thursday.

Wolfeboro,NH.She helped manyGirl
Scouts earn theirskating badge and
later served on the Governor Went-
worth Regional School Board. After
her children had grown, she enrolled
in UNH,completedher nursing degree
andopenedahealth clinic in Ossipee,
NH with Don and long time friend
EllenLaase. Pegthen went to workfor
NH’sDepartment of Public Healthin
infectious disease control,becoming
certified in pain management and dia-
betic counseling.Adevotedmotherand
grandmother,familyalways camefirst.
Whenneeded, she was“on her way” by
car or plane.Peg especially enjoyedher
children’s visits and spending holidays
withfamily.She delightedin the lives
and adventuresofher grandchildren
and great-grandchildren.In2015,she
moved to Durham,NC to livewithher
daughterMaura. Pegissurvived by
children Anne and Roland LaPlante of
Frazer,PA; Thomas and LaurieWalsh
of Watertown,MA; Margaretand John
Galatro of Stamford, CT;Kathleen

tion, which gave him theopportunityto
travel aroundthe world,beforeretiring
in 1989.
Afterretiring and moving to RI,
Suren was adevoted member of Sts.
Sahagand MesrobArmenian Apostolic
Church, where he servedasamember
of the ParishCouncil andwas also a
member of the Knights of Vartan. He
hadapassion forgardening, andwas
involvedfor many years in theU.R.I.
Master Gardenerprogram.
In addition to Carole,his lovingwife
of 57 years,Surenissurvivedbyhis
son, Paul, of Boston,his daughter,Nan-
cy Dayand her husband John, of Dux-
bury, MA,his five adoring grandchil-
drenCole, Ella, Brooke,Melanie,and
Jack, and hisbrother Leon Semonian,
