A mass meeting called by the executive of the
Police Union at Stepney Central Hall decided to
call out the London police last night. The proceed-
ings were private, but afterwards a statement was
made by the chairman of the Police Union, Mr,
James Marston, to the effect that the Police and
Prison Officers’ Union had declared for an imme-
diate withdrawal of service. It would, he declared,
become a national movement in a very short time
unless the Government listened to their repeated
request for consideration. They were determined
that the Police Bill as far as it affected the Police
Federation could not be accepted by any member
of the service belonging to the Union, and they
demanded the withdrawal of such unjust legisla-
tion without further delay.
The Union maintain that the Government are
endeavouring seriously to harass the trade
union movement, and they protest very
strongly against the attacks which they allege
are being made on the Police and Prison Offic-
ers’ Union. Especially do they object to the
Government scheme of representation for
the whole of the police forces of the country,
whereby, it is stated, every officer will be
called upon to withdraw from his union, with
the alternative of dismissal from the service.
The decision to call a strike was reached yesterday
by the executive, who were in continuous session
throughout Wednesday and Wednesday night.
The meeting, at which the decision was
announced, had been called in the ordinary way,
and the majority of those present were unaware
of what was to happen. A prominent official of the
union, in conversation with a representative of
The Daily Telegraph last evening, said that the
executive at this meeting decided themselves to
strike forthwith, and to put the matter to the
meeting at Stepney in the evening. “The whole
question,” said the official, “is the right of police-
men and prison officials to organise in accordance
with their own views. It is a protest against the
action of the authorities to compel men to become
members of a federation created by those in
power, under pain of severe penalties.” No infor-
mation was forthcoming as to the number of
members of the union in the Metropolitan and
City Forces. “We expect a big response immedi-
ately the news becomes public property,” contin-
ued the official. Asked if it was contemplated that

the metropolis would immediately be without
police, the statement was made “that all who were
members of the union would go on strike.”

COMMISSIONER’S WARNING


Sir Nevil Macready stated to a representative of
The Daily Telegraph that it was not anticipated
that more than a few hundred men would leave
their duty. Every man who refused duty would be
forthwith dismissed the force.
In seven divisions at eleven p.m. fewer than
100 men had been reported as having left
duty. In the D division there were 24, in the N
division 30, and in the X division 39. In the
other districts the numbers were negligible.
Sir Edward Ward, when informed last night that
the union had declared a strike, said: “The men
have got everything, they want. They have been
very well treated, and they have nothing to strike
for. The large proportion of them are sensible men
who have nothing to do with strikes.”

CITY POLICE PARADE


At ten o’clock the strike had not affected the City
police force. At Moor-lane Station the men
paraded as usual.
Messages received from various Metropoli-
tan Police Divisions up to midnight indicate
few, if any, steps had been taken to put the
strike declaration in operation. Our Wool-
wich Correspondent telephoned: There was
talk of a strike in the force at Woolwich, but
up to a late hour no action had been taken,
and there were signs that the night would
pass in peace. At the Blackheath-road station,
however, one sergeant struck.
In the Bermondsey district no information had
reached the police regarding the strike up to ten
o’clock.
The police were on duty as usual in Hammer-
smith, and conditions were normal. Up to a
late hour no strike action had been taken, by
men of the “R” Division.
The police of Islington went on duty as usual and
no immediate trouble was expected.
