This Notice ofAvailability (NOA)hasbeenprepared to notify responsible and
trusteeagenciesandinterestedpartie sthattheSanitationDistrictsofLosAngeles
County (Sanitation Districts), as the Lead Agency,has independentlychosen
to prepareaDraft Environmental Impact Report (EIR) evaluating the potential
environmental impacts associated with implementationoft he SanGabriel River
Water shedProject to Reduce River Dischargein Support of IncreasedRecycled
WaterReuse(proposedproject).TheSanitationDistrictshaspreparedthisNOAin
accordancewiththeStateCaliforniaEnvironmentalQualityAct(CEQA)Guidelines
(Section15087).
The purpose oftheDraft EI Rist oallow the Sanitation Districtstoevaluatethe
potential approvalofthe proposed project. This noticeprovides the general
public, the localcommunity,responsible agencies,and othe rinterestedpart ies
with asummary of the proposedproject, potentialsigniicant environmental
impacts, informationregarding theavailabili ty of th eDraft EIR for pub licreview,
and th etimeframe forsubmitting comments on the Draft EIR and public hearing.

Background
TheSanitationDistrictsareprop osingtoincrementallyreducedischargesofr ecycled
water from ive water reclamationplants(WRPs), includingthe San Jose Creek
WRP,thePomonaWRP,theWhitti erNarrowsWRP,theLosCoyotesWRP,andthe
Long Beach WRP,eachof which currently dischargesintothe Sa nGabriel River,
San Jose Creek, or Coyote Creek. The locations of the ive WRPs are shownin
Figure1.ThePomonaWRPcurrentlydischargesrecycledwatertoS anJo seCre ek.
The San Jose CreekWRP,Whit tier Narrows WRP,and Los Coyotes WRPeach
discharge stot he San Gabriel River .The Long BeachWRPd ischargestoC oyote
Creeka ttheconl uencewiththeSan Gabr ielRiver.Theproje ctstud yareaincludes
theSanGabrielRive randSanJoseCreek.
The diverted water would supply recycled water programsimp lemented by other
agencies. The proposed reduction in water discharges would occurovertime,
andwouldnotinvolveanyconstructionactivitiesorotherphysicalchangestothe
environment other than the decreased volumeofd ischarge .Future construction
ofinfrastructureprojectstodeliverrecycledwaterwillbecoveredunderseparate
CEQAcompliancedocumentspreparedbytheimplementingagencies.
Purpose and Need
The proposed project would facilitate the increased use of recycled water
consistentwithstatelawandpolicy, includ ingWaterCodesections461,13500et
seq.,and 13575etseq.;GovernmentCodeSection65601etseq.;TheStateWater
ResourcesControlBoard’s(SWRCB)PolicyforWaterQualityControlforRecycled
Water(RecycledWaterPolicy);andtheExecutiveOrderissuedby theGovernor
on April 25, 2014. The Executive Orderpromotesthedevelopment of recycled
water to serve areas in need andencourages the SWRCBtoexpedite requests
to change water permitstoe nable thosedeliveries. The Sanitation Districtsare
proposing to submit oneWastewater Change Petition per WRP pursuant to
CaliforniaWater Code Section 1211toc hange the place and purpose of use of
recycled water,while maintaining sensitive habitat supported by historic eluent
discharges.Atotaloffour petitionswillbesubmittedfortheSanJoseCreekWRP,
thePomonaWRP,theLo sCoyotesWRP,andtheLongBeachWRP.TheSWRCB
1211OrderWW0098fortheWhittierNarrowsWRPforthechangeinplaceofuse,
purposeofuseandquantityoftreatedwastewatercurrentlydischargedtotheRio
HondoandtheSanGabrielRiverwasapprovedinDecember2018.TheWhittier
NarrowsWRPisincludedinthisDraftEIRforevaluationofcumulativeimpactsof
reduceddischargesofrecycledwatertotheSanGabrielRiverWatershed.
InitsRecycledWaterPolicy ,theSWRCBhassetagoalofi ncrea singtheuseof
recycled water to 1.5 million acre-feet (MAF) per year by 2020 and to 2.5 MAF
per year by 2030. One of the SWRCB’sgoals is t osubstitute as much recycled
waterforpotablewateraspossibl eby2 030.“Thepurposeofthe[Board’sRecycled
Water Policy] is to encourage the safe use of recycled water from wastewater

Theobjectivesoftheproposedprojectareasfollows:
•Consistent with State law and policy,support increased recycled water use
through maximizin gthe availability of treated eluent that would otherwisebe
dischargedtol oodcontrolchannelswithintheSa nGabrielRiverwatershed
•Sustai nor, if feas ible, enhancesensitive habitats that have beneittedfrom
historical treated eluent discharges to the San Gabriel River watershed
throughmoreei cientdischargesfromSanitationDistricts’WRPs.
Project Description
TheSanitationDistrictsareproposingtoincrementallyreducedischargesofr ecycled
water from the San Jose Creek WRP,the Po mona WRP,the Wh ittierNarrows
WRP,the Lo sCoyotes WRP,and theLongBeachWRP. Theproposed useof the
recycledwaterwou ldbeimplementedbyw ateragenciesandotherusersov ertime,
and depending on future needsfornon-potable water. TheSanitat ion Districts will
continue to maintain the abilitytod ischarge treated water at the samepointsbut
anticipatesdischargin glesserquantities.Abriefdescriptionoftheproposedproject’s
dischargeoperationmodii cationsisp rovidedbelow:
•TheSanJoseCreekWRPdischargeiscurrentlyrotatedbetweenivedischarge
locationswithintheSanGabrielRiverwatershedasshowoninFigure1.The
useofthedischargelocat ionsisirregularthroughouttheyearandvariesyear-
to-year,depen ding on theavailability of groundwater recharge facilities and
channel maintenance activities.Under the proposed project, discharges from
the San Jose CreekWRPat discharge point SJC002 would be reducedfrom
an annu al average of approximately 9.48 million of gallons per day (MGD)
to aminimummonth ly average of approximately5MGD.Althoug hthe total
annual volume would be reduced, the new monthly averagedischarg ewould
provid eamoreconsistentdischa rge rate compared to existing conditions.
Dischargeswouldbetimedtomoreeicientlymeetthewaterdemandneedsof
sensit ivehabitat.Thedivertedwaterwouldbeconveyedforbeneicialreuseto
groundwaterrechargebasinsorotherreusefaci litie s.
•The Po mona WRP discharges intoaconcrete-lined portion of San Jose Creek
whichcontainsnosensitivehabita t.AsSanJoseCreeknearstheSanGabriel
River,theconc retelininggiveswaytoasoft-bottomreach.Currentandhistoric
groundwater upwelling occurs within the lined portion of San Jose Creek
upstream of the transitionlocation.Theproposed project would result in zero
discharge from the Pomona WRP.The Po mona WRPdischarge sana verage
ofapproximately3.27MGDisdischargedtot heSout hForkSa nJoseCreek.
•The Wh ittier Narrows WRP has three discharge locations but only one of
these is tributary to theSanGabriel River. Arecently approved modiication
to discharge from the Whittier Narrows WRP (SWRCBOrder WW0098)will
reduce discharges to the San Gabriel River by approximately1percent (0.01
MGD) .Thismodiicat ionwascoveredbyaseparateCEQAdocumentin2018.
TheWhittierNarrowsWRPdischargesanaverage ofapprox imately1.19MGD
totheSanGabrielRiver.
•TheLo sCoyotesWRPdischargesintoaconcrete-linedportionoftheSanGabriel
River.Dischargelowiscontainedwithinthelow-lowchanneloftheriverunder
typical dry- weatherconditions. Thisproject proposes to maintainaminimum
discha rgelowof2MGDto preventthelow-lowchannelfromgoingcompletely
drydownstreamoftheplant.TheLosCoyotesWRPdischargesanaverageof
approximately17.0MGDtotheSanGabrielRiver.
•The LongBeach WRP discharges into the concrete-linedCoyote Creek
approximately 3,000 feet before the start of the San Gabriel River estuary.
Urban runofandnatural lowsin Coyote Creek upstream of the Long Beach
WRP maintainaconsistent low in the creek at the discharge location. This
projectproposes aminimu mdischarge low of zero from the Long Beach
WRP.1 The Long Beach WRP discharges an average of approximately 6.72
MGDtotheCoyoteCreek.
Potential SigniicantEnvironmental Impacts

Hyd rologyand WaterQuality:The Sanitation Districts are proposing to reduce
dischargesofr ecycled water from ive WRPs including the San JoseCreekWRP,
thePomonaWRP,theWhittierNarrowsWRP,theLo sCoyotesWRP ,andtheLong
BeachWRP,eachofwhichcurrentlydischargesintotheSanGabrielRiverorSan
Jose Creek. The DraftEIR ha sevaluated potential hydrology andwaterquality
impacts of the proposedchanges in operation on thetributaries andgroundwater
resourceswithintheSanGabrielRiverWaters hed.Analysi sshowsthattheproposed
projectwouldhavenoimpactor alessthansigniic antimpact.
Recreation:Theproposedprojectdoesnotproposedevelopmen tthatcouldresult
in an increased demand for the use of park or other recreational facilitiesint he
area.However,theWhittierNarrowsRecreationAreaisapopularrecreationar ea,
and the proposed project could afect the open space resources or infringe on
public access.All potential impacts to recreation opportunities and facilities with
