Beginning on August 22, 2011, Prince George’s County
Maryland established an Automated Speed Enforcement
Program. The Program includes the use of automated speed
enforcement systems which capture speed violations in
designated school zones and designated Institution of Higher
Education areas, in accordance with State Law.
The block ranges below are approximations of the
enforcement zone as established by law. Automated speed

Application for State Discharge Permit 02DP1055,
NPDES Permit MD0051586:
Washington Suburban Sanitary Commission (WSSC), 14501
Sweitzer Lane, Laurel, Maryland 20707, has applied for a
permit renewal (a) to discharge the combined wastewater
(generated during filters’ backwash, filter-to-waste evens,
the finished water storage reservoirs’ leakage, stormwater
runoff and other potential discharges (that may result
from future redesign contemplated by the Consent Decree
resolving Civil Actions 8:15-CV-3296 and 8:14-CV-0417-TDC))
from the Potomac River Water Filtration Plant (WFP) located
at 12200 River Road, Potomac, Maryland 20854, into the
Potomac River designated as Use I-P water which is protect-
ed for water contact recreation,nontidal warmwater aquatic
life and as a public water supply source.
Maryland Department of the Environment (MDE) has made
a tentative determination to reissue the permit with the
following effluent limitations for the combined wastewater
to discharge at Outfall 001A: Total Suspended Solids, 30
mg/l (2,152 pounds/day) monthly average, 60 mg/l (4,304
pounds/day) maximum daily maximum and zero
pounds/year net annual maximum loading rate; total recov-
erable aluminum, 4.0 mg/l (287 pounds/day) monthly aver-
age and 8.0 mg/l (574 pounds/day) daily maximum; total
iron as Fe, 4.0 mg/l (287 pounds/day) monthly average and
8.0 mg/l (574 pounds/day) daily maximum; turbidity, 50 NTU
monthly average and 150 NTU maximum; total phosphorus
as P, zero pounds/year net annual maximum; total nitrogen
as N, zero pounds/year net annual maximum; total residual
chlorine, 0.011 mg/l (nondetectable level) maximum; pH
maintained between 6.5 minimum and 8.5 or raw-water pH
(whichever is higher) maximum; and maximum pH limit daily
excursion, zero count/day.
The baseline discharge flow of 8.60 million gallons per day,
and the above listed monthly average and daily maximum
concentration effluent limits for respective parameters are
utilized to establish monthly average and daily maximum
loading rate limits for TSS, total recoverable aluminum and
total iron as Fe. The net annual maximum loading rate limit
for total suspended solids is in conformance to the EPA-
approved sediment TMDL (dated 6/19/2012) for the Potomac
River-Montgomery County sub-watershed. The net annual
maximum loading rate limits for total nitrogen as N and total
phosphorus as P are in conformance to the Chesapeake Bay
TMDL for Nitrogen, Phosphorus and Sediment established
on December 29, 2010.
The discharge permit will also authorize the permittee to
release raw-water bypassed by the flow surge suppression
systems during unexpected power failures through prede-
fined release points into the Potomac River. The permittee is
required to notify MDE within 24 hours after each raw-water
bypass event and submit the detailed information along with
the monthly Discharge Monitoring Report (DMR).
If a written request is received byAugust 14, 2019,
a public hearing on the tentative determination for this
application can be scheduled. The request should be sent
to theMaryland Department of the Environment, Water
and Science Administration, 1800 Washington Blvd.,
Baltimore, Maryland 21230-1708, Attn.: Yen-Der Cheng,
Chief, Municipal Permits Divisionand must include the
name, address and telephone number (home and work)
of the person making the request, the name of any other
party whom the person making the request may represent,
and the name of the facility and permit number. Failure
to request a hearing byAugust 14, 2019will constitute
a waiver of the right to a public hearing on the tentative
determination for this permit.

tentative determination to renew the State/NPDES (National
Pollution Discharge Elimination System) permit 11HT (NPDES

comment period for the proposed permit closed on Sep-
tember 13, 2018. The previous comment period satisfied

items which may change from the tentative determination.
The Department may choose at any time to withdraw this
request for comments and proceed with a final permit
determination.

Regulation Amendments to
Life Jackets / PFDs and Tender Vessels
The Virginia Board of Game and Inland Fisheries, pursuant to §§
29.1-103, 29.1-501, 29.1-502, 29.1-701, 29.1-710, and 29.1-735 of
the Code of Virginia, has proposed the below amendments to the
Commonwealth’s Administrative Code. Comments are solicited
through July 31 and can be submitted via (1) written letter to the

Life Jackets / Personal Flotation Devices (PFDs):
Recently the U. S. Coast Guard (USCG) adopted a new North American
Life Jacket approval model that is phasing out the old USCG Approved
Type I, II, III, and V wearable life jackets, and the USCG Approved
Type IV throwable device. These numbers will be replaced by a
USCG Approved wearable or a USCG Approved throwable device.
Our current regulations are not in alignment with the exemptions as
required by the Code of Federal Regulations (CFR). These proposed
changes will administratively align our regulations with CFR. In
order to comply with this change and insure compliance with federal
preemption, our state regulation regarding PFD carriage requirements
must change to mirror the Federal Code (33 CFR 175.15).

combined Notice of Finding of No Significant Impact and Notice of
Intent To Request Release of Funds (FONSI/RROF) published by the
City of Alexandria Virginia, in the Washington Post on June 7, 2018.
The combined notices referenced a multi-family housing development
to be called The Spire.The full project description may be found in the
