InanyattempttounderstandRomanhistorythefirsthalfofthesecondcen-
tury..musthaveaspecialplace.VictoryintheHannibalicwarhadlaidthe
foundations of a general dominance of the Mediterranean world, but had
hardlyyetproducedanempire.OutsideItaly,onlySicily,Sardinia,andtwo
commandsinSpainwerenormallyallottedasprovincesforannualmagis-
trates;andthislistwasnotincreasedbythefamousvictoriesintheGreek
