mustbetheconsulof..andproconsulsometimeunderTiberius.^84
TheedictsofAugustusfromCyrene^85 constitutethestandardexampleof
imperial‘‘intervention’’inapublicprovince.Thefirstedict,however,issued
in–..ontheappointmentofjurors,wasprovokedbycomplaintsfrom
delegationssentbythecities(l.).Augustusthengivespreliminarymandata
untiltheSenatehasconferredonthematterorhehimselfhasfoundabetter
solution (ll. –). He in fact lays down the procedure to be followed by
theproconsuls—lines–:‘‘itseemstomethatthosewhoareinchargeof
theprovinceofCreteandCyrenewillactwellandproperlyiftheyputfor-
ward...’’Wedonotknowwhetherhealsowrotedirectlytotheproconsul,
orinwhatterms.Thesecondedictarose,firstly,fromthefactthatP.Sex-
tiusScaeva,probablybutnotcertainlytheproconsul,^86 hadsentthreemen
inchainstoAugustus,ashavingsomethingtorevealonamatteraffecting
publicsafety;and,secondly,fromthefactthatoneofthethreehadbeenac-
cused,byadelegationfromCyrene,ofremovingstatuesinscribedwiththe
nameofAugustus.AugustusdecreedthatthemanshouldnotleaveRome
untilhehadinvestigatedthematter.Inthethirdandfourthedictsthereis
noindicationofhowthemattercamebeforeAugustus.
Subsequently,thereareonlyrarecasesof imperialmeasuresforspecific
publicprovinces,orplaceswithinthem,intheformofedicts.Thereis,how-
ever,theedictofPaullusFabiusPersicus,proconsulofAsiaunderClaudius,^87
whichbeginswithareferencetoanedict(epikrima)ofClaudius,beneficial
not only to the city of Ephesus but to the whole province, which was to
beinscribedonacolumninEphesus.Theproconsulannounces,afteraref-
erence to his own beneficial principles of government, that hewill act in
accordancewiththemodelprovidedbytheEmperor,whohasallmankind
underhiscare(II,–).Laterhemakesbriefreferencestotherestoration
ofrevenuestothetempleofArtemisatEphesusbyAugustus(IV,–),and
toaconstitution(diataxis;constitutiointheLatintext)ofVediusPolliocon-
