Report of visit by Mr. A.J. Kellar to the Middle East, February 1945, KV
4/384, TNA. For more about Kellar, who ran the Middle East desk at
MI5 B Branch for most of the war, see ECOP, 6 passim; NSW, 223–4.
Note on future security problems in Mid-East, November 1943, KV
4/384, TNA. Kellar was probably alluding to the OSS plan to encourage
Arab goodwill towards the United States—Expedition 90—conceived in
late 1942 by Bill Donovan and Harold Hoskins, to which the British took
strong exception, and which was ultimately shelved owing to British pres-
sure. See Smith, OSS, 124–5.
Wavell to Churchill, 24 October 1944, L/P&S/8/520, India Office
Records, British Library (St Pancras, London) [BL]. For a view of how the
new balance of power turned out, see Richard J. Aldrich, ‘British
Intelligence and the Anglo-American “Special Relationship” during the
Cold War,’ Review of International Studies 24 (1998): 331–51.
SIME’s principles, especially with regard to the US Counter Intelligence
Corps (CIC), are detailed in Report on visit by Mr. A.J. Kellar to SIME
and CICI organizations, May 1944, KV 4/384, TNA.
