because God must be Chilean). Even though there may be
some truth to what they say, in reality the country functions
extremely well. Given that it is the best-performing economy
in Latin America, how could these self-recriminations be
entirely true? This, of course, is one of the myths associated
with Latin America that does not apply to Chile. Do not expect
to encounter the stereotypical Latin American ‘fat cat’, sitting
behind his desk, wasting time and counting money. Chile
runs well because of hard work, education and efficiency.


Corruption and Drug Trafficking


Latin America also invokes images of rampant corruption
and drug trafficking. While it would be incorrect to state
that corruption is nonexistent in Chile (is there any country
that can make that claim?), stiff penalties have kept the
number of incidents relatively low. Offering or accepting a
bribe is considered a serious offence and is not tolerated.
Misuse of public funds is another source of concern and
political scandal.
Furthermore, Chile is not a major player in the international
drug trade. It is true that drug use is a problem in certain areas,
but the business of drug trafficking has mostly sidestepped
Chile. Significant amounts of illegal drugs are not grown or
manufactured in Chile and while some drug traffickers would
like to launder drug money through Chilean organisations,
the government is cognizant of such efforts and the police
work vigorously to thwart such activities. The large number
of trucks and containers moving through trade-dependent
Chile, however, can pose a big challenge.


A Legalistic Society


The minute you arrive in Chile and begin the process of
legalising your stay, you will become painfully aware that
this is a very legalistic society. Chile has been built on a
number of laws, each of which carries considerable weight.
This is made very clear the first time you stroll through
the downtown streets. What at first glance looks like a
newspaper and magazine stand is actually a kiosk selling
