Treaty of Friendship and Cooperation between the Kingdom of Spain and the Republic of Albania


Article 19: Amendments



  1. Any State Party may propose an amendment to this Proto-
    col.

  2. Proposals for amendments to this Protocol shall be made
    to the Chairperson who shall duly notify all State Parties of the
    proposed amendments at least three (3) months in advance of
    the amendments being considered by the Ministerial Commit-
    tee and the Chairperson shall advise the Chairperson of Sum-
    mit of the recommendation of the Committee.

  3. An amendment to this Protocol shall be adopted by a deci-
    sion of three-quarters of the State Parties.


Article 20: Entry into force


This Protocol shall enter into force thirty (30) days after the
deposit of the instruments of ratification by two-thirds of the
State Parties.


Article 21: Depositary



  1. The original texts of this Protocol shall be deposited with
    the Executive Secretary who shall transmit certified copies to all
    Member States.

  2. The Executive Secretary shall register this Protocol with
    the Secretariat of the United Nations and the Organisation of
    African Unity.
    IN WITNESS WHEREOF, WE, the Heads of State or Gov-
    ernment, or duly authorised representatives, of SADC Member
    States, have signed this Protocol.
    Done at Blantyre, on the 14th day of August 2001 in three
    (3) languages English, French and Portuguese, all texts being
    equally authentic.

SUMMARY
This friendship treaty was one of the first treaties establishing formal
ties between Spain and Albania. Signed during a visit to Albania by the
Spanish state secretary, Ramon de Miguel, the treaty was expected to
lay the foundation for greater economic and political cooperation. The
treaty also pledged noninterference and restraint from the use of force
(Article II) and consultation in the event of crisis (Article VII).
The treaty was important for Albania because, in addition to promised
Spanish investment, the visiting state secretary also pledged Spanish
support for the European Union (EU)-Albanian Stabilization Associa-
tion Agreement. Spain ascended to the rotating presidency of the EU
in the following year.

The Kingdom of Spain and the Republic of Albania, hereinafter
referred to as “the
Contracting Parties”,
Guided by deep feelings of friendship and mutual respect
between their peoples,
Firmly committed to contributing to the establishment of a
more just, humane, peaceful and democratic international
order,
Conscious of their responsibility for the maintenance of
peace in Europe and the world and resolved to promote the
purposes and principles of the Charter of the United Nations,
and reaffirming their attachment to the commitments derived
from international law,
Recognizing the importance of the commitments under-
taken in the Helsinki Final Act and the Paris Charter for a New
Europe and in subsequent documents of the Organization for
Security and Cooperation in Europe,
Reaffirming the importance of the development of coopera-
tion between the Republic of Albania and the European Union,
Have agreed as follows:
Article I. The Contracting Parties shall collaborate actively in
all areas, on the basis of mutual respect and trust, in accordance
with the democratic principles and values which they share and
shall work actively to bring their peoples closer within the
framework of a united Europe.
Article II. Pursuant to the purposes and principles of the
Charter of the United Nations, the Helsinki Final Act and the
Paris Charter for a New Europe, the Contracting Parties shall
develop their bilateral relations as friendly States, guided by the
principles of sovereign equality, of territorial integrity, of the
