Narrative: In the midst of the Mexican Civil War, one of the greatest (vocalized)
concerns of the European powers was the safety of its citizens. Having decided that
the war was being mishandled and out of control, Germany, on October 14, 1913,
announced that it would be sending warships to patrol Mexican territorial waters.
Several shows of force by German warships followed.
