Narrative: Tensions between Nicaragua and Costa Rica were thought to have
been eased by the signing of the Rio Treaty earlier in the year. However, small
clashes started in March. Then, in April, Nicaraguan troops moved into Costa
Rican territory and took “strategic frontier positions” to prevent the civil war
in Costa Rica from spilling over into Nicaragua. Costa Rica later reinforced its
troops on the border after a Nicaraguan national guard plane entered Costa Rican
airspace. Several border incidents followed over the summer, including fortifica-
tions and seizures.
