Narrative: On April 2, 1963, a Soviet jet fired upon a private British Cessna flying
over Berlin. The United States and West Germany viewed this as a grave action, and
protested vigorously, claiming that this was no accidental fire, like the Soviets con-
tended, but the Soviet jet was ordered to fire.

Narrative: On September 2, 1964, two Soviet fighter jets repeatedly violated West
German airspace. The Soviet fighters were trying to scare off a West German two-
engine Beechcraft that was completing an aerial survey above Westphalia. The Beech-
craft radioed for help, and two British Royal Air Force fighters appeared and scared
off the Soviet fighters. A similar incident occurred on September 16, when a Soviet
fighter crossed into West Germany over Lower Saxony and passed into East Germany.
