Narrative: During the Greek civil war that lasted from 1946 to1949, the Greek gov-
ernment engaged in a dispute with Albania over the latter’s support for the Greek
Communist rebels. According to New York Times reports, cross-border fighting
started in June 1948, with attacks on the Greek army coming from across the Albanian
border throughout the summer and fall. News headlines suggest the fighting included
heavy artillery and mortars.
The Greek government appealed to the United Nations and called for an end to
Balkan support for the Communist rebels, but Greece then complained to the United
