Narrative: During a Cuban military exercise in early December 1986, the United
States sent an SR-71 reconnaissance jet streaking low over Cuban territory, breaking
the sound barrier with a sequence of roaring booms.
Foreign diplomats saw the action as a show of force, and Cuba sent a note of protest
to the United States. Hundreds of thousands of Cubans protested outside of the US
mission to Havana as well, for the three days following the flight.
On May 5, 1987, Cuba arrested a Miami woman and accused her and her brother
of spying for the United States. The United States protested, but she was not released
until November 5.

Narrative: In 1969, Haiti sought to establish its own Monroe Doctrine in the Carib-
bean. Its first attempt was interfering in Dominican affairs during a time of civil
unrest. The United States promptly sent seven warships in November as a display of
force against Haitian actions and demanded neutrality.
