Narrative: On November 17, 1999, Georgia protested an intrusion of Russian heli-
copters into Georgian territory. Three Russian helicopters fired at Georgian territory.
Russia was in the midst of an offensive against rebels in Chechnya which borders
Georgia. Border violations followed throughout 2000 as both countries engaged rebel
forces from Chechnya. The last incident, on March 14, 2001, occurred as Georgian
border guards reported that the Georgian village of Chonto and the Girevi checkpoint
at the Chechnya section of the border with Russia were shelled by Russian aircraft.
