Narrative: Tamil separatists were fighting in Sri Lanka and received support from
both Indian Tamils and the Indian government. From April 1984 the Sri Lankan navy
began to run patrol boats in the Palk Strait, the waters between Tamil Nadu in India
and the Tamils in northern Sri Lanka. The Sri Lankan government created a prohibited
zone extending 100 yards to sea and 100 yards inland at Mannar and Mullaitivu in
November and Puttalam in December and started seizing vessels. On December 11,
