finance was always half-hearted; greater interest rested in preventing European control
of markets that fell under the Monroe Doctrine.
To press the issue Germany dispatched warships to Haitian ports, with a few troops
occasionally setting foot on Haitian territory. Ultimately, this forced the matter to
be settled by a reorganization of the Haitian national bank. The Germans received 6
percent of the bank stock, 5 percent was given to the National City Bank of New
York, 15 percent was divided among three American banks with close German affili-
ations, 74 percent was kept by France, and the remainder was held by individuals
living in Haiti.
