in March 1979, were forgotten by his colleagues who took the deci-
sion to intervene in Afghanistan, and the consequences were to
prove devastating. However, neither would have had this effect had
there not been networks of Afghans determined to oppose the
Soviet presence. It is to the nature of these networks, and to the
support which they received from the wider world, that it is neces-
sary now to turn.
