COUNCIL OF EUROPE (COE)


European University Sports Association (EUSA) works closely with Council of


Europe (COE), where we are members of the Consultative Committee of the


Enlarged Partial Agreement on Sport, as well as member of the Conference of


International Non-governmental Organisations (INGO).


EPAS – Enlarged Partial
Agreement on Sport, a body
of the Council of Europe
(COE), held its annual meeting
of the Governing Board and
Consultative Committee in
Strasbourg between May 28 and
30, 2024; providing an overview
of activities and bringing changes
in the elected representatives.


On the 28th of May, the meetings
started with updates of the
Consultative Committee, and
workshops on the topics of
refugees and migrants; sport for
all; and education, continuing on
May 29th with acquainting the
EPAS Consultative Committee
with the 3 new members joining
the body and the elections to the
Consultative Committee (CC)
Bureau were also held for the
next 2 year period.


At this joint meeting, the EPAS
Activity report, Factsheets and
the Showcasing and Sharing
Tool was presented, as well
as the update of the changes
of the Governing Board and
Consultative Committee,
Committee of Ministers,


Parliamentary Assembly and
Conference of International
Non-Governmental Organisations
(INGOs) of the Council of Europe.
Information on cooperation with
the European Union was also
presented.

Moreover, initiatives and work
on the three pillars of EPAS and
information on Council of Europe
Convention sport conventions
on Anti-doping; Manipulation of
Sports Competitions (Macolin);
and Integrated Safety, Security
and Service (Saint-Denis), were
also shared.

Presentations by the national
delegations as well as
consultative committee members
were done of their activities and
good practices on the following
themes, related to the European
Sports Charter: Human Rights;
Sport for All; Sustainability;
Migrants and Refugees; and
Education. On behalf of EUSA,
the organisation work and
projects were briefly presented
by Andrej Pisl, Projects and
Policy Manager.

Few months later, the 18th
Council of Europe Conference
of ministers responsible for
sport was held in Porto, Portugal
between October 8 and 10, 2024,
attended by EPAS Governing
Board members and Consultative
Committee, including the
European University Sports
Association (EUSA).

Distinguished array of experts
and speakers led the participants
through major achievements
in the field of tackling sport
manipulation over the past
decade, followed by sessions
on different topics, such as:
obstacles faced and challenges
overcome, future perspectives
and emerging opportunities,
youth initiative roundtable, and
collaborative governing.

20 Youth delegates, nominated
by the EPAS member country
representatives, as well
as by the members of the
Consultative Committee took
part in the event, symbolising
the importance of youth also in
policy making. EUSA nominated
Klea Taipllari, member of the

Executive Committee and Chair
of the Student Commission, who
attended the conference and its
activities as well.

Delegates of the 18th Council of
Europe Conference of Ministers
responsible for Sport also
adopted a special resolution on
collaborative governing and good
governance in sport, supporting
a fresh approach to match its
societal importance.

Last day of the conference was
held on October 10, with focus
sessions on Leadership through
Gender Equality in Sport; and on
Dual Career: Effective Strategies
and Future Directions.

The event was closed by a
summary and thanks to the hosts
and speakers by Sophie Kwasny,
Head of the Council of Europe’s
Sport Division, Executive
Secretary of EPAS.
