We hope that the emergency Arab summit called by H.E. [His Excellency] Pres-
ident Mohamad Hosni Mubarak of sisterly Egypt will lead to the achievement of the
results that realize the aspirations of the Arab nation and bolster its march towards
solidarity and unity of opinion.
In the aftermath of this regrettable event, Iraq massed huge forces on the borders
of the Kingdom of Saudi Arabia. In view of these bitter realities and out of the eager-
ness of the Kingdom to safeguard its territory and protect its vital and economic poten-
tials, and its wish to bolster its defensive capabilities and to raise the level of training
of its armed forces—in addition to the keenness of the government of the Kingdom
to resort to peace and non-recourse to force to solve disputes—the Kingdom of Saudi
Arabia expressed its wish for the participation of fraternal Arab forces and other
friendly forces.
Thus, the governments of the United States, Britain and other nations took the
initiative, based on the friendly relations that link the Kingdom of Saudi Arabia and
these countries, to dispatch air and land forces to sustain the Saudi armed forces in
performing their duty to defend the homeland and the citizens against any aggression
with the full emphasis that this measure is not addressed to anybody. It is merely and
purely for defensive purposes, imposed by the current circumstances faced by the King-
dom of Saudi Arabia.
It is worth mentioning in this context that the forces which will participate in the
joint training exercises with the Saudi armed forces are of a temporary nature. They
will leave the Saudi territory immediately at the request of the Kingdom.
We pray to Almighty God to culminate our steps towards everything in which lie
the good of our religion and safety of our homeland, and to guide us on the right
path.
