prior to reorganization during World War II, for developing and dis-
tributing the organization’s ciphers.


SECTION X.TheSecret Intelligence Servicebranch responsible,
prior to reorganization during World War II, for press liaison, headed
by Raymond Henniker-Heaton.


SECURITY COMMISSION.A nonstatutory body, the standing Se-
curity Commission was created in 1964 following the report by Lord
Radcliffe into the apparent breaches of security at Portland and then
into the background ofJohn Vassall. The Security Commission was
headed by a judge and formerNaval Intelligence Divisionofficer,
Sir Rodger Winn, who sat with the retiredCabinet secretary,Nor-
man Brook, and a former first sea lord, Sir Caspar John. In June
1965 the Security Commission published a report into the espionage
cases of Frank Bossard and Sergeant Percy Allen. The last chairman
of the Security Commission was another judge, Lord Griffiths, who
served from 1985, when he retired as an Appeal Court judge, to
1992.


SECURITY CONTROL OFFICER.During World War IIMI5offi-
cers fromD Division, known as security control officers, were posted
to 27 British sea and airports to supervise entries and departures.
