Observer. He is currently the European editor of theInternational Jour-
nal of Intelligence and Counterintelligence.He also teaches the history
of postwar intelligence at the Center for Counterintelligence and Secur-
ity Studies, an independent Washington, D.C.–based organization that
is contracted to the CIA and FBI.
As a lecturer on the ever-popular subject of espionage, Mr. West ful-
fills regular engagements for Cunard on theQE2,QM2, andCaronia
and for Hilton Hotels special events, and he helped inaugurate Spy-
Cruise. Between June 1987 and May 1997 he was the Conservative
member of Parliament for Torbay and made contributions to two Secur-
ity Service Bills, the Official Secrets Bill and the Intelligence Services
Bill. In October 2003 he was awarded the U.S. Association of Former
Intelligence Officers’ first Lifetime Literature Achievement Award.
