WassmussandhisgroupwaitedinAleppothroughoutOctober
andNovember,whereZugmayerandSchuenemannsoonjoinedthem;
NiedermayerandotherexpeditionmembersremainedinConstan-
tinople,awaitingsupplies,untilyDecember.Duringthattimequar-
rels overleadershipfurtherplaguedtheexpedition;inAleppo,com-
missionmemberscomplainedaboutWassmuss'sauthorityoverthem.
Thegrumblersweredismissedandreplacedbypersonsmoreexperi-
encedinOrientalaffairs,suchasthedragomanEduardSeiler,
GuntherVoigt,andWilhelmWagner. 53
Indecision,moreover,developedatthehighestlevel intheGer-
mangovernment-overwhetherthekaisershouldsendalongwith
thegroupspecialgifts,decorations,andahandwrittenlettertothe
amirofAfghanistan.Zimmermanndraftedaletterthatemphasized
Wilhelm'sdesire"tohelptheMohammedanpeoplesintheirstruggle
forindependence"fromBritishandRussianrule.ButMuslimau-
tonomymatteredlittletotheGermans;theGeneralStaffrejected
sendingeithertheletterordecorations,fearingtheymightfallinto
enemyhands.>

theattemptbytheTurks,whoheldtheultimateauthorityoverthe

Turkishexpedition,refusedtocontactWassmussandtheotherGer-
manswaitinginAleppoandConsrantinople."
