butalsowhathe saw as itsmoralpowertofanaticizetheIslamic

concerntoretainOttomanassistanceagainstBritain,Zimmermann

helpingtheGermanGeneralStaffscuttleaproposalbychancellor
BethmannHollwegthattheReichconcludeaseparatepeacewith
Russia."InConstantinopletoo,someGermanofficialsexpectedthe
holywarandensuingTurkishassaultonEgypttodestroyBritain's
globalempire.OnlyWangenheimdisagreedandexpressedmisgiv-
ingsaboutthejihad,predictingthattheholywarwouldlikely "coax
onlya fewMuslimsfrombehindthewarmsrove.""
InBerlinpartoftheeuphoriaoverthesultan-caliph'sproclama-
tionresultedfromtheattitude,popularamongZimmermannand
theforeignministry,thattheholywarwouldbenefitsignificantly
theReich'sstrugglingeffortsto raiseMuslimrebellionsagainstBrit-
aininEgyptandelsewhereintheMiddleEast.TheGermansnow
intensifiedpan-IslamicpropagandaaimedatEgypt.DuringDecem-
bertheiragentsin Syria smuggledtovariousnotablesinEgypta
stronglywordedmanifestoappealingtotheirloyaltytothecaliph
andkhedive,andurgingtheEgyptians,inthenameofIslam,to re-
voltagainsttheinfidelandoccupying power."
