lomatstoremaintoolonginDamascusafterthebeginningofthe

lomatshadengagedinanti-TurkishactivitieswithlocalArabsand

carefully,thathebelievedtheSyriangovernordidnotalwaysactin

expeditionagainstEgypt. However,Envertoldtheambassador,al-
thoughthePortewouldfindtheremovalofJemaldifficult,particu-
larlyfordomesticpoliticalreasons,suchamovemightbeworthcon-

ButtwomonthslaterbothOppenheimandKressvonKressenstein,
inoppositiontootherGermanpoliticalofficialsandofficersinTur-
key,includingthoseattheGermanembassy,judged]emalPasha"re-
liable"andpro-German.Theyrecommendedthathecontinueaschief
oftheFourthArmyplanningasecondattackontheSuezCanal,and
concludedthathehadnoambitionstomakehimselfthenewkhedive
ofEgypt."
Bythen,however,]emalhadbeguntosuspectananti-Turkishcon-
spiracyamongArabnationalistsin Syria. Hechangedhispolicyto-
wardthemfromoneofconciliationandappeasementtorepression.
However,insteadofactingagainsttreasonousArabofficersinthe
Ottomanarmy,hearrestedandexecutedArabsknownindeedas na-
tionalistsbutwhowerenotinvolvedintraitorousbehavior.As for
Arabmilitaryunitsin Syria, heremovedthemfromtheprovinceand
