cilofstate,topresentHusaynanofferexpandingtheauthorityof
theHijazamirateandmakingithereditary.Theemissaryalso car-
riedthepromiseofalargefinancialsubsidyforHusayn.Nonethe-
less,accordingtoKuhlmann,innercirclesintheCUPconsidered
IbrahimBey's missionafailurebeforeitstarted."Rumorsalso
aboundedinConstantinoplethattoimplementthenewArabpolicy
successfullytheOttomanswouldreplacetheanti-ArabjemalPasha
asgovernorofSyria. Yet,Kuhlmanncautioned,thatcouldbackfire
