newBritishresidentinCairo,HoratioHerbertLordKitchener,in-
tendedtotakeadvantageoftheTurkish-Italianwar overLibya to
establishan ArabcaliphateunderEgyptianandBritishprotecrion.w
SuchclaimsofaBritish-controlledArabcaliphatehadbeenthesub-
jectofrumorsamongsomeArabnationalistssinceatleastthe1880s,
buttheGermanemperorwasonlypartlycorrect.
