A D.C. man was arrested Friday
and charged in U.S. District Court
with operating a website that
prosecutors alleged falsely
claimed to sell items to protect
buyers from the novel coronavi-
rus, including N95 masks, surgi-
cal masks, hand sanitizer and
other personal protection equip-
ment.
Federal prosecutors said 37-
year-old Craven Casper regis-
tered the website Coronavirus-
ProtectionMasks.org on Feb. 24
and began offering the items on
behalf of a company that Casper
also fabricated called Coronavi-
rus Protection Global Health Sup-
ply Organization.
Casper advertised his website
through Twitter and processed
about 147 transactions for cus-
tomer purchases, prosecutors
said. At least 24 of Casper’s cus-
tomers have complained that
they never received their orders
or refunds, authorities said.
Federal prosecutors in the U.S.
attorney’s office in the District, as
well as other law enforcement
officials nationwide, are aggres-
sively going after people who they
say are running scams that prey
upon the fears sparked by the
pandemic.
The U.S. attorneys in eastern
and western Virginia recently an-
nounced the Virginia Coronavi-
rus Fraud Ta sk Force, in partner-
ship with the Virginia State Police
and the FBI. They noted that
phony websites claiming to sell
high-demand medical supplies
have popped up, fake charities
have been calling seeking dona-
tions, and scammers posing as
health authorities such as the
World Health Organization and
the Centers for Disease Control
and Prevention have been send-
ing phishing emails designed to
download malware or extract
personal information.
In January, Attorney General
William P. B arr named Timothy J.
Shea as the District’s interim U.S.
attorney. Recently, Shea and D.C.
Attorney General Karl A. Racine
set up the COVID-19 Pandemic
Fraud Hotline at 2 02 -252-7022
and an email address to report
such fraud,
[email protected].
They have had reports of indi-
viduals and businesses using the
Internet to market products
falsely claiming to mitigate the


virus.
In an interview Friday, Shea
said his office has created a Met-
ropolitan Area Covid- 19 Anti-
Fraud Ta sk Force to investigate
claims of people trying to exploit
the pandemic for profit in the
District, as well as work with local
and federal agencies to investi-
gate such allegations across the
country.
Shea said scammers have false-
ly advertised coronavirus test kits
and even “fake cures.” Most oper-
ations are run through the Inter-
net, he said.
S hea said that within his office,
various prosecution units have
collaborated on the task force
including fraud, health care, cy-
ber, criminal investigative and
prosecutors who focus on the
District itself.
“We are taking a multi-disci-
plined approach to this,” Shea
said.
In a ddition to scams, Shea said,
prosecutors in his office are also
focusing on other crimes that
have emerged during the pan-
demic, including price gauging by
businesses and hoarding of safety
products. Shea said that while
hoarding may not result in a
criminal charge, it could result in
civil fines.
In about a month, prosecutors
in the office have handled at least
eight District-based coronavirus
scam cases, a spokeswoman said.
In t he Casper case, prosecutors
also alleged that his website solic-
ited donations to the Global Coro-
navirus Relief Fund, claiming
that donations would be used to
support hospitals in China and
other areas affected by the out-
break.
Prosecutors said Casper never
gave any of the financial dona-
tions collected to hospitals in
China affected by the virus.
Casper appeared for his initial
hearing Friday in District Court
via video and teleconferencing
and was ordered to remain in
D.C.’s jail. His attorney, Michelle
Peterson, declined to comment.
Casper is already awaiting sen-
tencing in another federal fraud
case. Last month, Casper pleaded
guilty to mail fraud for devising a
scheme to obtain more than
$200,000 in fraudulent tax re-
fund and class-action settlement
payments. He is scheduled to be
sentenced in June and faces a
maximum of 20 years.

Library of Congress employee
Lloyd Pinchback, 71, a music
specialist at t he Library of Congress
for 42 years who retired in 2018,
died Feb. 9 at his home in Mitchell-
ville, Md. The cause was cardiac
arrest, said a s on, Aaron Pinchback.
Mr. Pinchback was born in
Danville, Va., and grew up in the
Washington area. He was a saxo-
phonist and flutist in the 1960 s,
1970 s and 1980 s with the go-go
band the Soul Searchers.


Harlan ‘Gene’ Cross,
Mitre Corp. executive
Harlan “Gene” Cross, 79, a for-
mer vice president of Mitre.
Corp., which manages federally
funded research and develop-
ment centers, died Jan. 18 at a
hospital in Riverview, Fla. The
cause was lung and heart disease,
said his wife, Carol Cross.
Dr. Cross, a native of Birming-
ham, Ala., was an electrical engi-
neer and program manager in
Florida before joining Mitre in

Gladys Dorn-Hall,
contract specialist
Gladys Dorn-Hall, 87, a 38-year
federal employee who retired in
1988 as a contract specialist at the
Naval Surface Warfare Center, died
Feb. 4 at a rehabilitation center in
Washington. The cause was a heart
attack, said a son, D’Andre Dorn.
Ms. Dorn-Hall, a D.C. resident,
was born Gladys Collins in Phila-
delphia. Her federal career includ-
ed service in Washington beginning
in 1950 with the Bureau of Prisons
and the Internal Revenue Service.


James Mahoney,
Smithsonian officer
James Mahoney, 88, retired
chief of the Office of Exhibits


Central at the Smithsonian Insti-
tution, died Feb. 6 at an assisted-
living center in Chevy Chase, Md.
The cause was lung cancer and
emphysema, said his wife, Virgin-
ia Mahoney.
Mr. Mahoney was born in Phil-
adelphia and joined the Smithso-
nian in 1958. He was responsible
for more than 200 exhibits in the
Smithsonian system and had
served as assistant director of
planning and programming at
the National Air and Space Muse-
um and chief of the exhibits labo-
ratory at the National Museum of
Natural History. He retired in
1986.

Charles Schwarz,
federal employee
Charles Schwarz, 80, who re-
tired in 2005 as chief of systems at
the National Geodetic Survey af-
ter 31 years with the federal agen-
cy, died Jan 21 at his home in
Gaithersburg, Md. The cause was
pneumonia, said a son, Jon
Schwarz.
Mr. Schwarz was born in Wash-
ington. Before joining NGS, he
worked 10 years with the Defense
Mapping Agency, which is now
part of the National Geospatial-
Intelligence Agency.

Laura Macklin,
lawyer
Laura Macklin, 69, who taught
at Georgetown University law
school from 1981 to 2007 and was
director of its family advocacy
clinic, died Feb. 13 at her home in
Potomac, Md. The cause was
breast cancer, said her husband,
Eric Richard.
Ms. Macklin was born in Chi-
cago. She practiced law in Wash-
ington for 45 years, beginning
with the Covington and Burling
law firm in 1975. Later, she
worked with Neighborhood Le-
gal Services. From 2007 to 2019,
she w as a lawyer w ith the Depart-
ment of Health and Human Ser-
vices’ Medicare appellate divi-
sion.
