WHATISPROPOSED
In as earlyas 2003,WMATA and PrinceGeorge’sCountyanticipatedhavingtransit-orienteddevelopmentat the New
CarrolltonMetrorail Station,and WMATA constructeda1,700-spaceparkinggarage to replacePark &Ride Lots2and 3at
the Metrorail stationto makeway for suchadevelopment.In 2015,WMATA enteredinto aJoint DevelopmentAgreement
withaprivatereal estatedeveloperto buildapproximately2.3 millionsquarefeet of transit-orienteddevelopmentat the
NewCarrolltonMetrorail Station.To date,anofficebuildingand aprivateparkinggarage that includes150 spacesof public
parkinghavebeencompletedand aresidentialbuildingis currentlyunderconstruction.
If approved,the nextphaseof proposedconstructionwouldrequirethe removalof (1) Park &Ride Lot 2and (2) the surface
parkinglot knownas the “EastLot”.The removalof theseparkinglots was originallyenvisionedin the jointdevelopment
masterplanwhenWMATA approvedthe 1,700-spaceparkinggarage in the early2000s.While the closureof Park &Ride Lot
2was previouslyauthorizedas part of that approval,giventhe passageof timeand currentusageof the Metrorail station,
WMATA is againprovidingthe publicwithnoticeof this proposedchangeand an opportunityto be heard.
Giventhe currentutilizationof parkingat NewCarrollton,to replacethe parkingspaceslost fromPark &Ride Lot 2and
the EastLot, WMATA is proposingto constructanew 1,900-spaceparkinggarage in the placeof the existing1,000-space
parkingspacegarage ownedby PrinceGeorge’sCounty(whichis separate fromWMATA’s ownexisting1,700-spaceparking
garage referredto above).
The changesnotedin the precedingparagraph couldestablishacomprehensivecommuterparkingsolutionfor New
CarrolltonMetrorail Stationthathelpsadvancethe jointdevelopmentplan,createsapedestrian-friendlyand attractive
urbanenvironment,and meetsexistingand futureparkingdemand.
WMATA is thereforeseekingcommenton the followingproposedchangesto parkingfacilitiesat NewCarrolltonMetrorail
Station:
•Permanentclosureof Park &Ride Lot 2for futuredevelopment;
•Permanentclosureat an undetermineddateof the East Lot for futuredevelopment;
•Constructionof a1,900-spaceWMATA-ownedparkinggarage that wouldreplacethe commuterspaceslost fromPark
&Ride Lot 2and the East Lot, as well as the existing1,000-spaceCounty-ownedgarage; and
•Permanentclosureof 33 Kiss &Ride spaceslocatedon asurfacelot in frontof the southentranceof the Metrorail station.
The changesproposedabovewouldresultin anet additionof WMATA-ownedparkingspacesat NewCarrolltonMetrorail
Stationin orderto meetexistingand futuredemand.

The WMATA Compactrequiresthatthe Boardof Directors,inamendingthe masstransitplan,considercurrentand
prospectiveconditionsin the transitzoneshouldthe projectbe built.The transitzoneincludesPrinceGeorge’sCounty,
Marylandand considerationsinclude,withoutlimitation,landuse,population,economicfactorsaffectingdevelopment
plans,existingand proposedtransportationand transitfacilities,any dislocationof familiesor businesses;preservation
of the beautyand dignityof the DC MetroArea;factorsaffectingenvironmentalamenitiesand aesthetics,and financial
resources.The masstransitplanencompasses,amongotherthings,transit facilitiesto be providedby WMATA,including
stationsand parkingfacilities,and the character,nature,design,locationand capitaland operatingcostthereof.The mass
transitplan,in additionto designatingthe designand locationof transitfacilities,also providesfor capitaland operating
expenses,aswell as “variousotherfactorsand considerations,which,in the opinionof the Boardof Directors,justifyand
requirethe projectsthereinproposed,”all as moreparticularlyset forthin the WMATA Compact.
