Richard L. Hanna, a self-made
construction magnate and inde-
pendent-minded Republican
from Upstate New York who be-
came the first GOP congressman
to endorse Democrat H illary Clin-
ton over Republican Donald
Trump in the 2016 presidential
election, died March 15 at a hos-
pice center in New Hartford, N.Y.
He was 69.
The cause was cancer, said for-
mer New York State Supreme
Court justice Robert Julian, a
family friend.
Mr. Hanna began working con-
struction jobs at 2 0 to support his
widowed mother and his sisters.
He later spent three decades
building his own construction
and property management busi-
ness into a statewide powerhouse
before seeking elective office.
During his three terms on Cap-
itol Hill, from 2011 to 2017, he
represented a swath of central
New York from the Pennsylvania
border to Lake Ontario and was
among the 25 richest members of
Congress.
A pragmatist with liberal views
on social issues, he often went his
own way in a right-leaning party.
He supported same-sex marriage
and women’s reproductive health
rights and voted against GOP
efforts to eliminate funding for
Planned Parenthood.
“I don’t believe public money
should be spent on abortion,” Mr.
Hanna told the Post-Standard in
Syracuse, N.Y., in 2012. “But the
idea that Planned Parenthood
should not be funded? I mean,
they provide about 20 percent of
the female population with all of
their health care. And they do it at
a fraction of what the cost would
be if someone showed up at a
hospital emergency room.”
Although fiscally conservative,
he was among the few Republi-
cans who resisted pressure to sign
a pledge, circulated by conserva-
tive activist Grover Norquist, to
oppose any tax increase. “I don’t
give out my vote to some guy
named Grover,” he said.
Neither did he endear himself
to members of the anti-Washing-
ton tea party insurgency, whom
he characterized as soapbox
grandstanders. He c ited a move in
2011 to cut off federal financing
for NPR for its perceived liberal
bias.
“It didn’t save a dime,” Mr.
Hanna told the Syracuse paper of
the tea party maneuver. “It was
sold as something that would
save money, but it absolutely did
not. The conversation revolved
more around people not liking
what they thought NPR repre-
sented. And I looked at that as a
type of censorship through the
power of the purse.”
House Republicans passed the
bill, but the Democratic-con-
trolled Senate blocked the mea-
sure.
Mr. Hanna voted with the GOP
majority in 2011 to repeal the
Affordable Care Act signed by
President Barack Obama the pre-
vious year, and he said the univer-
sal health care mandate was “a
mess” and “unmanageable.” But
he openly criticized party leader-
ship for its role in shutting down
the federal government in 2013
amid debate over the ACA.
Calling it “the dumbest thing I
ever heard” and “an embarrass-
ment,” he voted against d elays in
implementing the health-care
law because of a GOP provision
allowing insurers or others to
claim religious or moral objec-
tions to providing birth control
coverage.
“I continue to support repeal-
ing and replacing Obamacare


with reforms that actually reduce
health-care costs and increase
coverage for Upstate New York-
ers,” he said at the time. “But as a
lifelong and consistent supporter
of women’s r ights and health care,
I do not support addressing divi-
sive social issues such as access to
birth control on a last-minute
continuing resolution.”
Of all his work in Congress, he
said, he was proudest of having
helped marshal bipartisan sup-
port in 2012 to reauthorize the
Violence Against Women Act.
Some Republicans sought to
amend the anti-domestic-vio-
lence bill by excluding protec-
tions for gay and transgender
people, Native Americans, and
battered women who were in the
United States illegally.
“If a daughter, sister or perfect
stranger was raped, battered or
needed help no one would ask or
care what her ethnicity, national
origin or orientation was before
we came to her aid — nor should
the Violence Against Women Act,”
Mr. Hanna said in a statement.
In introducing legislation, Mr.
Hanna at times sought consensus
even when it seemed unlikely.
One of the first bills he spon-
sored would have allowed the
official presentation of the U.S.
flag to families of federal civilian
employees killed in the line of
duty. To his surprise, the Ameri-
can Legion opposed the measure
because of its appearance of
equating civilian and military
service.
Working behind the scenes
with the veterans’ group, he draft-
ed new legislation limiting the
honor to federal employees killed
in a crime, an act of terrorism, a
natural disaster or other extraor-
dinary circumstance.
After the Civilian Service Rec-
ognition Act passed the House,
425 to 0, and subsequently passed
the Senate, Mr. Hanna was the
only Republican member of Con-
gress invited to the White House
for a private Oval Office signing
ceremony.
Richard Louis Hanna was born
in Utica, N.Y., on Jan. 25, 1951, and
grew up in Marcy, N.Y. He fol-
lowed his father into the con-
struction trade, which paid for his
education at R eed College in Port-
land, Ore. He graduated in 1976
with a bachelor’s degree in eco-
nomics and political science.
In 2001, he married Kimberly
Greenleaf. In addition to his wife,
survivors include two children,
Emerson Hanna and Grace Han-
na, all of Barneveld, N.Y.; and
three sisters.
Mr. Hanna, a licensed pilot
who flew seaplanes, engaged in
civic and philanthropic work be-
fore making an unsuccessful con-
gressional run in 2008. Two years
later, he defeated the two-term
incumbent, Michael Arcuri, in a
rematch.
Mr. Hanna did not seek reelec-
tion in 2016, but he made news by
backing Clinton — the former
first lady, U.S. senator and secre-
tary of state under Obama — over
Trump, a real estate businessman
and reality television star.
In a commentary for the Syra-
cuse paper, he wrote that Trump’s
lack of tolerance and character
made him “unfit” for high office,
while Clinton “stands and has
stood for causes bigger than her-
self for a lifetime.”
“His success isn’t going to be
measured just by how well the
economy comes back, if it comes
back,” he told the Syracuse news-
paper that year. “But this country
has survived because of its differ-
ences, not in spite of them. It’s
important to listen and to show
respect.”

the Department of Defense at the Pentagon,
retiring in 1978 with 33 years of service.
During her time with the DoD,Mary received

and became Chief of the Administrative Divi-

VA.They were members of the Pinecrest

zles.

pictures and events that span her lifetime.

tant family event. Even in her 99th year she

Frank traveled the world serving America,
but dearly loved his home state of South
Carolina, in particular its low country,friend-
ly and interesting people,local culture,food
and environment. Over the years,more than
one ofFrank's shoes was lost to "pluff mud"-
atype of marsh mud around Charleston that
createsapowerful suction when stepped
on-reminding him he was home.Shrimp and
grits were often on his lunch and dinner
menus,and he never missed an opportunity
to strike upafriendly conversation with his
low country neighbors.
Whether in South Carolina or Arizona,Frank
thoroughly enjoyed the company of family
and friends.Christmas often found him
dressed as Santa, enthusiastically playing
the role for his grandchildren. He organized
treasure hunts and played the role of a
leprechaunforthem,devotinghimselfto
ensuring their happiness.For the older chil-
dren whose lives he was privileged to join
as they were just starting out in life,Frank
provided career guidance,mentoring, advice
on good citizenship and responsibility,and a
boundless generosity of spirit and love.
His natural, easygoing, self-effacing
demeanor drew family members,friends,
and others to him. He was always ready to
shareastory or laugh with those he met and
genuinely enjoyed the company of people.
Frank is survived by his loving wife,Lisa;
his father,Francis; brothersJames (Lisbeth
Sandoy) andPatrick; sisters Martha and
Wynn Godbold (Rett); nephews Steven
Archibald (Rondalyn), Senior Airman

Loving and devoted husband of Lisa Perry
Archibald, and retired Director of the CIA's
National Clandestine Service,died peacefully
March 13, 2020 with his wife and family at
his side in Phoenix, Arizona.
Born July 31, 1955, in Charleston, SC,Frank
was the eldest of five children ofFrancis
X. Archibald of Mount Pleasant, SC and the
late Mary Cooper Archibald.Frank graduated
from Hanahan High School in 1973 where he
wasamember of the Hawks' so-called "Iron
Men" football team, playing both offense
and defense positions for entire games.He
enlisted in theU.S.Marine Corps in 1974 and
served with distinction as an Infantryman
and leader earning therank of Sergeant.
After leaving the Marine Corps,hegraduated
from Clemson University in 1983, where he
wasaCaptain of the Tigers' rugby team.
He remained an ardent, lifetime supporter
and fan of Clemson and its football team
in particular.Frank then joined the CIA and
began an extraordinary national security
career.
Over 31 years with the CIA,Frank served in
Latin America, Africa, the Balkans,Southeast
and Southwest Asia.Frank held senior
assignments at CIA Headquarters in Coun-
terterrorism and Counterintelligence,and
was Chief of the Latin American Division. He
wasaDistinguished Graduate of the National
WarCollege in 2001. The capstone ofFrank's
career was being selected the Director of the
National Clandestine Service,anassignment
leading all of CIA's operations worldwide.
During his CIA career,hereceived the CIA's
highest award, the Distinguished Intelligence
Cross for heroism, as well as numerous other
CIA awards.Frank retired from the CIA in
2015.
Frank subsequently becameasenior advisor
for the Crumpton Group,aninternational
consulting firm that provides clients with
intelligence-driven solutions.Healso served
on the Board of Directors for the OSS Society.
While working for the Crumpton Group,Frank
and his wife Lisa maintained homes in Mesa,
AZ, and Mount Pleasant, SC.

ROGER FRANK MILIHRAM (Age 89)
Of Boonsboro,MDpassed away on Sunday,
March 15, 2020 at Somerford House in Hager-
stown, MD.Born in August 1930 in Detroit,
MI, son ofFrank and Lea Milihram, he was
preceded in death by his younger brothers,
Norman and Julien Milihram and his beloved
wife of 61 years,Carol Milihram. In 1939, he
and his family moved from Detroit to Virginia.
Roger started building models at just8years
old and that began his lifetime passion of
building models of all types,including boats,
planes,and helicopters.In1941, his family
moved to Cabin John, MD where he attended
Bethesda Chevy Chase High School. He joined
the Naval Reserves when he was just 18 and
his first job was working asasoda jerk at
People’sDrug Store on MassachusettsAvenue,
but his first professional job was at Army
Mapping in Bethesda, MD asadraftsman and
photographer.Hemoved on to DavidTaylor
Naval Ship Research and Development Center
(DTNSRDC) asadraftsman, advancing into
Research and Development asamodel maker
afterhemarriedCarolin1957.Hebecamean
active builder of remote-control models and
joined the District of Columbia Remote Control
Club and later joined theFrederick Model
Aircraft Club and Pegasus R/C Flying Club in
Hagerstown.
Roger was involved in church activities at St.
Jane de Chantel in Bethesda as well as the
Boy Scouts until he moved his family of8to
Boonsboro,MDinwestern Maryland in 1974.
He and Carol were both active parishioners at
St.James Catholic Church for over 40 years.He
was also active in groups like theFarm Bureau,
Pigeon Club,Catholic Golden Age,Catholic
WarVeterans,and the Knights of Columbus
Pangborn Council. Roger was also an avid
supporter of donating blood and was very
proud of his 60+ years of donating to the
American Red Cross.
He is survived by six children, Michael and
Kathye Milihram, Christopher and Lisa Mil-
ihram, Lawrence and Elizabeth Milihram, Nina

ANNA DOLLINS
Beloved mother,grandmother,and great-
grandmother,passed away on Sunday,March
8, 2020, at her residence at RiverTowers in
Alexandria, Virginia.
Anna was born in Timberville,Virginia, on
October 6, 1927, to Haller and Rachel Anna
Bowman, and was one of thirteen children.
She wasastar forward on the women's
basketball team during her years at Madison
College (nowJames Madison University) and
graduated in 1948. She taught school,raised
six children, and began her professional career
asaprocurement officer with the General
Services Administration and then at theU.S.
State Department, and received several
awards for excellence in service.She retired in
1994.
Anna was an accomplished baker,seamstress,
and quilter,and donated several quilts to
veterans in theWoundedWarrior Program. She
loved watching the Nationals and attending
concerts at the Birchmere,especially Ralph
Stanley and Ricky Skaggs andKentucky Thun-
der (she hadacrush on the tenor).
She is survived by her children Rebecca (Tony),
Elinor,Elizabeth, Dallas,and Emily; her son
Richard predeceased her.She is also survived
by her grandchildren Benjamin, Amanda, John
Karl, Katie Anna, Jessica, and Rachel, and by
her siblings Linda Lee of California, Roberta
Beattie of Colorado,and Noel Bowman of
Virginia, nieces and nephews,and family friend
Gary Pugh of Florida.
Family members will gather to celebrate her
life when she is inurned at the Timberville
Cemetery atalater date.
