HamiltonianPolicyintheTwentiethCentury

DespitethesedangersHamiltonianswereinanexpansiveandconfi-
dentmoodatthedawnofthetwentiethcentury.Thedecliningpowerof
BritainincreasedBritishdependenceonitsspecialrelationshipwiththe
UnitedStates.BritaingrewincreasinglydeferentialtoAmericanviews
abouttheWesternHemisphere.Britishdeclinealsoaffordednewscope
aswellas newnecessityfortheUnitedStatestoactasa globalpower,
proppingBritainupwhilereapingincreasedcommercialandpolitical
benefitsfromthespecialrelationship.
ThesetwotrendsinHamiltonianthinkingpointedtothesameplace:
theIsthmusofPanama,whereanAmericanrailroadhadconnectedthe
AtlanticandthePacificsincethedaysoftheCaliforniagoldrush.
ThecreationandthecontrolofanIsthmiancanalofferedimmense
advantagestothenationabletoachievethem.MostAmericanstoday
haveveryhazyideasaboutthefactsofmaritimegeography.Thisispartly
becauseofthedominanceofairtravel,andpartlybecausethePanama
Canalhasrevisedmaritimegeographysofarinourfavor. Withoutthe
PanamaCanal,SanFranciscoiscloserbyseatoLondonthanitistoNew
York.(Braziljutssofaroutinto theAtlanticthatshipsboundfromNew
YorkforCapeHornmustsailfartotheeast.ShipsfromwesternEurope
actuallyhavea moredirectandshorterroute.)Withoutthecanal,boats
inBritainwerebetterpositionedtoreachChinaandCaliforniathanwere
thoseontheeastcoastoftheUnitedStates.WithittheUnitedStates
