ernStates"andthelineoftheproposedcanalthe"Mason-DixonLine."
Thiswasnota callfortheUnitedStatestoannexSouthAmerica;
rather,itwasa remindertoAmericanreadersbothoftheFranco-
BritishdesiretosplituptheUnitedStatesduringtheCivilWarandof
thevitalimportanceofthewholeWestern HemispheretoU.S.security.
