ous.Americansof 1900 thoughttheyhadanactive, indeeda global,
foreignpolicy.TheSpanish-AmericanWarhadonlyrecentlyended,and
Americanforceswerestillinthemidstofa bitter"waragainstguerrilla
freedomfightersinthePhilippines.Itwasa time,infact,whenmany
Americanswerestruckbya sensethattheUnitedStateswascomingof

boundarydisputebetweenBritishGuiana(nowGuyana)andVenezuela.
