ofBritain's ambassadortotheUnitedStates.Congressional refusal to
allocateanadequaterepresentationallowanceisonereasonwhymanyof
themostprominentU.S.diplomaticpostsarereservedforwealthycam-
paigncontributorswhocanpaythecostsofwininganddiningforeign
elitesoutoftheirownpockets.Suchcongressionalpenny-pinchingon
thediplomaticbudgetwaswidelyblamedforleavingAmericanembas-
sies inAfricadangerouslyexposedtoterroristattackslikethosethat
killed 223 peopleattheembassiesinKenyaandTanzaniain1998.35At
a timeofcriticaleconomicnegotiationswithChina,whentheChinese
tradesurpluswiththeUnitedStateswasoneoftheleadingissuesin
Americanforeignpolicy,thestaffoftheeconomicsectionoftheU.S.
EmbassyinBeijingdidnotevenhaveafaxmachine,muchlessthecom-
putersandsoftwareneededtomonitordevelopmentsthere.^36

inforeignballroomsarehardlytheJeffersonians'preferredmethodfor

agreestronglywithWinstonChurchillthat"tojaw-jawisbetterthanto

worseevils,andfrom JeffersonforwardsomeofAmerica'smosteffective
ballroommincershavebeenJeffersoniandemocrats.
