Tudors.TheFrenchhavebeenconcernedwithGermanlandpowerand
BritishorAmericaneconomicandcommercialpowerforalmostaslong.
Underboththeczarsandthecommissars,Russiasoughttoexpandtothe
southand thewest. Thoseconcernsstill shape theforeign policyof
today'sweakenedRussiaasitsttugglestoretaincontroloftheCaucasus,
projectinfluenceintotheBalkans,andpreventtheabsorption ofthe
BalticstatesandUkraineintoNATO.
OnlyintheUnitedStatescantherebefounda wholesaleandcasual
dismissalofthecontinuitiesthathaveshapedourforeignpolicyinthe
