Statesseekstodefineitsinterestsasnarrowlyaspossibleandtodefend
thoseinterestswithanabsoluteminimumofforce,Jacksoniansapproach
foreignpolicyina verydifferentspirit,oneinwhichhonor,concernfor
reputation,andfaithinmilitaryinstitutionsplayamuchgreaterrole.
Jacksonianrealismisbasedontheverysharpdistinctioninpopu-
larfeeling betweenthe inside ofthefolk community and thedark
worldwithout.Jacksonianpatriotismisanemotion,likeloveofone's
family,nota doctrine.Thenationis anextensionofthefamily.Members
oftheAmericanfolkareboundtogetherbyhistory,culture,anda com-
monmorality.Ata verybasiclevela feeling ofkinshipexistsamong
Americans.
Wehaveonesetofrulesfordealingwithoneanother;verydifferent
rulesapplyintheoutsideworld. UnlikeWilsonians, whohopeulti-
matelytoconverttheHobbesianworldofinternationalrelationsintoa
Lockeanpoliticalcommunity,Jacksoniansbelievethatitisnaturaland
inevitablethatnationalpoliticsandnationallifewillworkondifferent
principlesfromthosethatprevailininternationalaffairs.ForJacksonians
theworldcommunityWilsonianswanttobuildisa moralimpossibility,
evena moralmonstrosity.AnAmericanforeignpolicythat,forexample,
takestaxmoneyfrommiddle-classAmericanstogivetoa corruptand
incompetentdictatorshipoverseaswouldremindthoseJacksonianswho
havereadBleakHouseofMrs.Jellyby,thecharacterinthenovelwhoneg-
lectsherownchildrenina constantfrenzyofactivityonbehalfofthepoor
peopleofBorrioboola-Gha.Itisnonsense;ithurtsAmericansanddoes
littleforBorrioboola-Gha.Countries,likefamilies,shouldtakecareof
theirown; ifeverybodydidthat,wewouldall bebetteroff. Charity,
meanwhile,shouldbelefttoprivateinitiativesandprivatefunds;Jack-
sonianAmericaisnotungenerous,butitlacksallconfidenceinthegov-
ernment'sabilitytoadministercharityathomeaswellasabroad.
Giventhemoralgapbetweenthefolkcommunityandtherestof
theworld, andgiventhattheworld'sothercountriesarebelievedto
havepatrioticandcommunalfeelingsoftheirown-feelingsthatsimi-
larly changeoncetheboundary ofthefolk communityis reached-
