moneyfortheNicaraguancontras.
Facedwithanexecutiveusingeveryresourceathandtofrustratecon-
gressionalmandatesandcountercongressionalwishes,legislatorssearch
foropportunitiestoexertcontroloverexecutivepolicy.TheCongress
attachesriderstounrelatedbills,holdsupambassadorialnominations,
requiresannualreviewsandreports,andusesallofits considerablepow-
ersofobstructionanddelaytoforcetheexecutivetoterms.
