lobbiestoshapeAmericanforeignpolicyendedupproducingoverthe
longruna foreignpolicythatmorecloselyapproximatedthetrueneeds
andinterestsofAmericansocietythancouldanyconsciousdesign.Fisher
Ames'smetaphorworksforforeignpolicyaswellasdomestic;therepub-
licanraftwallowsaheadevenasthesuperblyfittedmonarchicalandaris-
tocraticmerchantshipssailonmagnificently-untiltheystrikea rock
andsink.
Thisis a structuralargumentaboutdemocraticgovernance,suggest-
ingthattheadvantagesofdemocraticgovernmentapplyininternational
affairsaswellasindomesticones.ItisastrueforcountrieslikeGermany
andJapanasitisfortheU ni tedStates,andcertainlyinboththosecases
andmanyothersa shifttodemocracyathomehasproducedmuchhap-
pierresultsinforeignaffairs.
Butthegoodluckor,forthosewhoprefer,theprovidentialblessings
oftheUnitedStatesgofurther.Wearefortunatenotjustinhavinga
democraticformofgovernmentandfederalandconstitutionalstructures
